The Secretary General of the Ministry of Infrastructure and Energy, Besian Kadiu, spoke today about the entry into force of the Transparency Board and its role and functioning. Kadiu, in an interview with Euronews Albania, said that the Board will operate in the same way as when it was first established and will have the same rules.
He further announced that the board will set the price of the sign, which will be unified throughout the country, and that trading above that value will not be allowed.
Regarding the penalties for those who violate the price set by the board, Kadiu said that there will be penalties ranging from fining the entity to revoking the license.
"The Board is actually a mechanism that is returning for the second time. We already know what activities the Board carries out, what its composition is. The Board is a structure that is created based on Law 84/50 on the trading of hydrocarbons in the country. The Board was established for the first time in the first crisis that we suffered and which is not far away in fact, that the hydrocarbon markets suffered and not only these, but also the energy markets in general, due to the war in Ukraine. Today we are in another situation where Albania, as a very small consumer of hydrocarbons, we must emphasize this, is definitely affected by the effects that are coming from the war in Iran. The blockage of the Strait of Hormuz has definitely brought an obstacle to the circulation of hydrocarbons, which definitely also come to the Mediterranean market, where we are part of, from which we receive the main supply of hydrocarbons.
The Board will operate in the same way, under the same rules as they have been. The Board is a transparency mechanism. The Board will set the price of the table, which will be unified in the country, so the ceiling price will be unified; above this it will not be allowed. We hope it will not reach 250 lek. This ceiling is variable, based on prices. The hydrocarbon stock exchange is a daily stock exchange. Every stock exchange in the energy sector is based on the day-ahead stock exchange. The day-ahead stock exchanges show, depending on the physical condition of the product, its possibility of circulation, but also reactions due to the impacts of political and geopolitical actions, they show us the price that the hydrocarbon will have on the day to come.
This price will consequently affect and affects all hydrocarbon retail markets. In the case of Albania, because we are a small market and all activity is done based on the advance payment price. So, one of the prices is the Mediterranean price, which is taken as a reference by the Transparency Board to determine the ceiling as the final price for the consumer. If the price set by the board is violated, then the right arises to fine the entity and up to the revocation of the license. We have two moments, two levels where hydrocarbons are traded: we have the majority, for which, under the Transparency Board scheme, we have a maximum profit price that the wholesaler can realize, and retail. The board and the task force monitor both of these levels, both the majority and the minority, but with the minority it is definitely easier, because we see the price on the table" , said Kadiu. /CNA
