The Elbasan Prosecutor's Office has imposed security measures against 6 public officials suspected of abusing economic assistance scheme funds. They are accused of abuse of office, theft by abuse of office, forgery of documents and unauthorized access to computer systems.

According to investigations, in an administrative unit of the Elbasan district, families that did not meet the legal criteria were included in the economic assistance scheme, causing an economic damage of about 12.5 million lek. The investigation began after a citizen's report in April 2025.

The prosecution announces that the suspects A.Ç, NB, A.Ç, GS, LK, MK, have received the status of defendant and the case will be sent for trial.

At the request of the Prosecutor's Office at the Court of First Instance of General Jurisdiction in Elbasan, the security measures "Obligation to report to the judicial police" and "Suspension of the exercise of a public duty or service" provided for by articles 234, 242 of the Criminal Procedure Code, were imposed and executed against six state officials, A.Ç, NB, A.Ç, GS, LK, MK, respectively with the duties of Social Administrator, Postman, Director of the Municipality, specialists in the Regional Directorate, suspected of committing the criminal offenses of "Abuse of office" in collaboration, "Theft committed by abusing office", "Forgery of documents", "Unauthorized computer access" provided for by articles 248 and 25, 135, 186/2, 192/bi of the Criminal Code.

The criminal proceedings against these citizens will be sent for trial after they have been notified of the charges and have received the status of defendant.

The investigations into criminal proceedings no. 395, dated 24.04.2025, began on the basis of a complaint from a citizen who claimed that the economic assistance scheme was being abused, taking as a trigger the case of his family members.

Within the framework of this criminal proceeding, the Elbasan Prosecutor's Office, in cooperation with the Economic/Financial Crime Investigation Section of the Elbasan Local Police Directorate, conducted a full and comprehensive investigation, highlighting the abuses of state funds regarding the economic assistance scheme, at levels from the Administrative Unit-City-Elbasan District. The investigation was extended only to one Administrative Unit of the Elbasan District, for the period October 2024-July 2025 and resulted in an economic damage of approximately 12,500,000 (two hundred million five hundred thousand) new lekë. This was as a result of the inclusion in the economic assistance scheme without right of beneficiary families who did not meet the legal criteria for benefit. After the start of the criminal investigation, the number of beneficiary families was reduced, specifically from 320 beneficiary families to 110 families.

Within the framework of this criminal proceeding, it was proven that state officials, in collaboration with each other, committed acts contrary to the law by failing to administer the required documentation, fictitiously increasing the number of beneficiary families, misappropriating monetary amounts, and failing to exercise effective control in order to stop this illegal activity.

In addition, the Prosecutor's Office at the Court of First Instance of General Jurisdiction in Elbasan expresses its commitment to the priority investigation of group acts related to financial crimes in the public and private spheres, and calls on citizens to denounce any act or abuse of office by any public official with the aim of holding them criminally liable./ CNA
