Jamarbër Malltezi has published the map of land ownership in the former Kroi of Shengjin to see the land corruptly appropriated by Edi Rama and Carlo Bolino through 4 VKM.

This map was sent by the head of SPAK, Altin Dumani, with some facts attached.

Since the public expects you to act on the practices of theft by persons with immunity, including theft with personal VKM of lands assigned to schools;

Because thanks to SPAK's 4-year investigations, which seized every archival and cadastral document up to 100 years ago, it turns out that the land in Kroi i Shengjin was all owned by private families from Tirana without any space between them, so there is no having no cm2 of state land;

Since, according to SPAK's investigations, the plans of the Italians for the 3rd and 4th expansion of the airfield, as well as the division of land between private owner families (there is not a single cm2 of public land) come out.

For the 3rd expansion, the Italians calculated 28,200 m2 from the Begeja family and for the 4th expansion (to the west of Ndre Mjeda street today) 3,847 m2 of land belonging to the Begeja family was also calculated (volume fascicles Vol.3 pp.1198-1204 and Vol. 3 pages 1304-1310);

Since Official Gazette no. 62 of May 15, 1942 and Official Gazette no. 73 of June 30, 1943 prove that the plots for the expansion of 2 and 3 were requisitioned for 6 months but were not expropriated, so they remained private until liberation;

Since in the west of Ndre Mjeda Street, the construction of a high school was designated in the General Regulatory Plan of Tirana approved by the decision of the Municipal Council No. 57 dated 24.12.2012 and the owner families generously decided to leave the land for the benefit of the community, a practice previously known as "waqf";

Since for the acquisition of the land and building (intended for a high school) by Edi Rama for his friend Carlo Bolino, through the issuance of 4 personalized VKM (VKM no. 642 dated 2.10.2019; VKM no. 157 dated 19.2.2020; VKM no. 368 dated 6.5.2020 and VKM no. 589 dated 22.7.2020) the Democratic Party has filed a criminal complaint;

Since personalized laws and VKM raise suspicions of substantial corruption and undermining of democracy;

So that you don't waste 4 years of investigation to find where this land that was left for a high school is located, I am helping you by presenting you the map of the properties of the owner families, where the decisions of the Local Property Restitution Commissions are also marked from 1995 to 2006, and of the Property Restitution Agency in 2007.

The Begeja family also has the land of 3,847 m2 (measured by the Italian authorities and identified as the part that would be needed for the fourth expansion - see Vol.3 pp.1198-1204). This part also includes an area of ??nearly 1,500 m2 of land that was planned for a high school and as a result the Begejas left it as a "waqf".

Since this land was not used for the noble purpose of building a school and Bolino's business, which the media have reported as receiving public money either from eAlbania or from incinerators, does not meet the conditions to be called "waqf", then the property must be returned to the rightful owners. This is required by Law no. 9235 dated 29.7.2004 "On the Return and Compensation of Property", Article 7 of which "Properties that are not returned" in point 2 says "In the event that immovable properties, which are included in point 1 of of this article, are proposed to be alienated, they pass to the expropriated entities"

Since you and your political command structure consider it questionable if we develop it ourselves as land owners, would you mind suggesting who we should contact to develop our property? It could be an oligarch who puts the sacks on Edi Rama, or a bandit from those who announce Edi Rama as a "strategic investor", or even a SPAK prosecutor who receives a construction permit for services to Edi Rama. This is because Edi Rama, with the changes he issued recently "For some additions and changes in VKM no. 408 dated 13.05.2015 for the Approval of the amended territory development regulation" has taken over all construction permits, although this is in violation of Decision no. 29, dated 21.12.2006 of the Constitutional Court, which transferred the planning and control of the territory to the local government.

For all the above, any prosecutor not caught by politics, dirty money or crime, would start investigations for 4 personalized VKM, would investigate the practice of how and who decided to remove the school for the community, would seize the land designated for the school and if the Municipality did not want the school, in accordance with Law no. 9235 dated 29.7.2004 "On the Return and Compensation of Property", Article 7, it must return it to the legal owners of the land.
