The State Election Commissioner, Ilirjan Celibashi, spoke in a media appearance about the changes in the CEC.

Celibashi stated that the body responsible for elections should be monocratic, represented by a person elected by the Albanian Parliament.

The head of the CEC further said that he supports the hybrid formula without political commissioners, but not all of them being civil servants, as the majority proposes.

Regarding the presence of representatives from political parties, Celibashi stated that they can have 2 people each and yet the responsibility and actions will be undertaken by a person appointed by the CEC.

" The body responsible for the elections should be represented by an individual, that is, it should be a monocratic body. Elected by consensus, with a qualified majority by the Albanian Parliament, with the condition that the opposition's contribution is also included, because today's majority has a qualified majority ready. For example, a mechanism could be found for the opposition of the moment to be present there, with all the necessary tools to monitor, to verify, but the one who makes decisions in all aspects should be an individual.

"Not to have party commissioners, but I am for a hybrid formula, not for the formula presented by the majority that all be civil servants. Those who will deal technically and practically with the process, should be persons appointed by the Central Election Commission. As for which community, there are many variants, they could be teachers, lawyers, jurists, or civil servants. On the other hand, the main political parties will have to have their own people, 2 of them, there is no need to have 7 or 8, to be present, but the actions and responsibility are with the person appointed by the CEC. This way we have the opportunity to train these people, and not appoint random people who bring the parties together at the last moment, perhaps without any electoral experience ," said Celibashi./CNA
