New project for "Asllan Rusi"/Tabaku: Socialist ploy to abuse public

Democratic Party MP, Jorida Tabaku, has reacted to the news that the "Asllan Rusi" Sports Palace will be demolished to make way for a new building.

Tabaku states in her Facebook post that the Albanian Investment Corporation is behind this project, according to her another government scam to abuse public property.

The MP says that the Albanian Investment Corporation, instead of being the bridge connecting the state to development, has become what she calls "the government's back door to public wealth."

Tabaku writes that if the government of an EU member state were to create a structure that operates like the Albanian Investment Corporation, the European Commission would immediately open an investigation for illegal state aid and violation of the fundamental principles of the common market.

A few days ago, Albanians learned that the "Asllan Rusi" Sports Palace will be demolished to make way for a new building.

A project that at first glance seems "European", but behind the architect's facade hides a story that Albanians know well: the Albanian Investment Corporation - another socialist stunt to abuse public property.

Another form of state capture, lack of transparency, and enrichment of a minority at the expense of the majority.

The Albanian Investment Corporation, instead of being the bridge connecting the state to development, has become the government's back door to public wealth.

And if anyone tries to convince you that CIS is "as European" as the facade of the competitions organized by the government, know that they are manipulating you.

Since 2019, I have repeatedly denounced it in the Assembly: KIS is a large structure without parliamentary control, without judicial control, without independent audit. A structure that takes land, ports, university campuses and public buildings, and gives them to investors chosen by the government itself through direct agreements. Without competition. Without transparency. Only with a propaganda "livestream".

In the European Union, a corporation like this would be illegal.

No government in a member state can manage public property without respecting the rules of state aid, transparency and fair competition.

Even sovereign wealth funds that exist in some EU countries, such as Bpifrance in France or Cassa Depositi e Prestiti in Italy, never operate outside these rules. They are closely linked to the industrial and development policies of the state, but they have no right to transfer or use public property without a public tender and without parliamentary control.

If a government of a member state were to attempt to create a structure acting like the Albanian Investment Corporation, which makes direct deals with politically selected investors, without competition and without transparency, the European Commission would immediately open an investigation for illegal state aid and violation of the fundamental principles of the common market.

This is why the Albanian Investment Corporation model is not European. It is, on the contrary, a model that harms competition, distorts the market and undermines trust in the state.  /CNA
