Draft law on violence against women/ Fines of up to 300 thousand lek for digital

A draft law on the prevention and protection against violence against women and domestic violence, submitted for public discussion by the Ministry of Health and Social Protection, will address for the first time violence exercised through technology and violence against women in politics.

This draft law aims to align Albanian legislation with European Union directives and International Labor Conventions.

To guarantee the implementation of court decisions, the Electronic and Postal Communications Authority (AKEP) will impose the following fines:

From 50,000 to 500,000 lek for every 24 hours of delay in cases of failure to remove content related to non-consensual intimate images, harassment or online hate speech.

For cases of digital harassment, the fine ranges from 30,000 to 300,000 lek for every 24 hours of delay.

In cases where the victim does not receive a response within 12 hours from the administrators of the online sites, she or the Coordinated Referral Mechanism (MKR) can contact AKEP or AMA, which will order the removal or blocking of the content within 12 hours, with the case being registered in the National Digital Violence Registry. /CNA
