"Institutions should put an end to property abuse"/ DP's

The DP's anti-corruption spokesperson, Genta Vangjeli, has denounced a case of property violation by the Municipality of Kamza.

Vangjeli has made public the concern of a citizen who is equipped with an ownership certificate and cadastral documentation, but the Municipality of Kamë claims ownership of his land.

Xhemal Agolli addressed the DP to voice his claim regarding the denial of property rights by the Kamëz municipality.

The gentleman, as the legal owner, equipped with a certificate of ownership and a survey plan according to the reference cadastral map, denounced his confrontation with an arbitrary act of the Kamëz Municipality, which has placed a sign on his property declaring it as the property of the municipality.

In response to Agolli's complaint, through its letter dated September 24, the Kamëz municipality emphasizes that referring to the attached documentation submitted by the complainant, it results that the property for which he has the ownership document is graphically positioned on the property certified in the name of the Kamëz municipality.

Under these conditions, Agolli is asked to clarify and update the cadastral map.

The Municipality of Kamëz cites that its ownership of the property stems from the Council of Ministers No. 775, dated 05.09.2013 'On the approval of the final list of properties transferred to the ownership of the Municipality of Kamëz and therefore the property No. 42/26 zk2066 with an area of ??10,000 m2, the type of rocky property and the property transferred to the ownership of the Municipality of Kamëz was also certified in 2020 while the cadastral map was updated in 2024.

But Agolli has a letter from the Kamëz Municipality itself dated 22.05.2015, two years after the approval of the Council of Ministers' Decision over which the municipality now claims ownership, which confirms the accuracy of his documentation and the number of assets.

Under these conditions, the Democratic Party asks responsible institutions to reflect on citizens' concerns to end the abuse of property rights as one of the fundamental rights guaranteed by the Constitution.
