In a few days, the new political season starts and of course everyone is preparing their descent into the field.
As funny as it may seem, Albanian politics, old and new, has managed to take a break in the summer every year, and to announce the September revolution, the September upheavals, the new beginnings of September, and so on...
It is not enough to have the broad public conviction that the political class in our country makes theater, but all the statements and rituals are also built which make the appearance of the political actors on stage for their shows with script, direction, warning and marketing.
Find me a second case in the world where political activists, political parties, civil activists, idealists or public protagonists, all agree to take a quiet vacation in the summer, to then resume the theater with prior notice in September...
Please, I challenge you to find me a similar case where there is news in the media and society all summer, that in September the government will be shaken, in September the Prime Minister will make his name, in September the PD of Lulzim Basha will resume the battle, in September the protests and the revolution begin Berisha with Meta, in September he will come, in September the new movement that will make its name is coming, etc, etc, etc...
Why everyone in September???
If Albania is suffering and in urgent need of change, why does the old and new policy have the luxury of vacationing in the summer and starting work with a warning in September????
Where and when was this seen and heard???
You see, when September comes, they are warning everyone, old and young, from the few sunbeds of the beautiful beaches.
It will burst in September.
That everything is on vacation.
In September, the theater resumes.
And while everyone is warning about the theater of September, some of their theses have been made public, or rather fragments of the script according to the acts that will be played in the theater of September from now on.
1. Edi Rama will shake up the government and SP and announce early elections.
2. Lulzim Basha will restart the battle for the Democratic Party.
3. Sali Berisha and Ilir Meta will restart mass protests and revolution.
4. In September, he is coming, the new movement is coming that will democratize Albania and save us from SP - PD - PL.
Edi Rama's reasoning is simple.
With the power of power he chews and re-chews the players, factors and energies within his party.
Every shaking of power with chewing and re-chewing, is re-experienced as the movement of waters for cleaning and renewal, like in the past when Enver Hoxha held strong striking Plenums.
The same party that does all the "evil" and "self-purification" itself.
The Albanian society, unaccustomed to democracy and still under the dominant mentality of the communist past, sees these tactics of power and strength as normality, where the same man makes both the devil and the saint...
Even Berisha and Meta, warning of the start of the protests, are actually doing the same, because they are showing their muscles on the other side of the government.
By announcing the protests they want to reveal their numbers, to discourage anyone and anything else.
When the drums beat, the flute is not heard.
So the old politicians have neither moral concerns nor need for identification thesis.
They just need a demonstration of power.
On the other hand, "young people or adults" because they don't have muscles, pre-declare theses.
They need theses for "casus belli".
Without theses, neither news, nor events, nor battles, nor people can do.
And what are the theses that are circulating during the summer holidays, that they will change our lives in September and beyond????
1. Democratization of Albania by approving the Law of Referendums.
2. Open Lists and Depoliticization of Electoral Administration.
3. Immigrant vote.
4. Vetting of Politicians.
More or less, Lulzim Basha and the other young participants of September have the same theses.
The first question that comes to mind is very simple.
Are these really democratizing theses???
Are they really the change that Albania needs???
Are these new theses???
Are these theses so imperative that they must be heralded throughout the summer holidays, to look forward to September???
And are these theses outside the interest of the "old and powerful" of 33 years of politics???
When Sali Berisha and Edi Rama agreed to kill democracy with the Constitution and the Electoral Code in 2008, the first to oppose them was Ilir Meta.
Even Ilir Meta together with Nard Ndoka went on a hunger strike for several days in the World Assembly and said every day that Berisha and Rama are killing democracy and that a Referendum is needed.
The referendum has been Ilir Meta's basic thesis since 2008.
Even President Bamir Topi has denounced the constitutional amendments of 2008 and the Electoral Code of 2008 as the most serious crime against democracy as the fruit of the same Berisha - Rama agreement.
Then why are Referendums such an important thesis that we hardly have to wait for September 2023, if they are an old thesis from 2008???
If Albania does not have a democratic party, does not have democratic institutions, does not have a democratic mindset and has not yet managed to organize free and fair elections from 1944 until today, can you tell me why we think and believe that in the Referendum and with the Referendum will it be done differently???
We still have a society that votes according to militancy and party affiliation, don't we?
Why do we think and believe that in the Referendum and with the Referendum, the vote will be different???
We still think and discuss that votes are sold, bought or alienated, right?
Why do we think and believe that in the Referendum and with the Referendum, we will act differently???
Is the Referendum the solution???
I do not believe.
Except that I am fundamentally against Referendums as a practice.
That's what I think and believe.
For me, Referendums are not a democratic instrument, much less a democratizing one.
According to me, referendums are an invention of "power groups" to create the illusion that the people vote and the citizens decide their fate.
This is the biggest root of several decades, since even the owl knows that the election and referendum processes are mainly financial and logistical operations and the winner always comes out the side that puts more money into the game.
Well, let's move on.
The thesis of open lists and the depoliticization of the electoral administration is a combination of words and concepts that seem fair but there is nothing here of value to look forward to September.
The question is very resounding in this case, do we want to achieve this electoral democratizing code that was approved in 2008 by Rama and Berisha and that they have changed several times without changing its essence even in recent years, or do we want to open a debate great public, academic and political debate on the radical change of the Electoral Code????
The Electric Code currently has several "killers" within its nature and spirit, but the main one is the "killer" of alternatives and new opportunities.
Do Open Lists solve this issue???
I am singling out the open lists because for the depoliticization of the electoral administration and for the positive necessity of the vote of immigrants, I have been since the 2000s, I agree 10000000%.
So I have no debate or objection to the depoliticization of the electoral administration and the right of immigrants to vote.
I have written dozens of articles in the main newspapers in the country about this since the 2000s and since then I have spoken in many media, halls and auditoriums.
Now Open Listings.
Does this tale of Open Lists democratize the system, Albania, institutions, parties???
Is this the problem???
Is it really believed that the Open Lists will harm or hurt the presidential democracy???
In my opinion, these are key words and impotent project concepts coming from civil society, but not real political theses and concepts.
They don't say in vain: civil society is like a eunuch, who knows very well how to do that work, but who can't do it because they have castrated him.
Even Open List eunuchisms are a summer story to postpone September…
If the Electoral Code is not changed based on its spirit and nature, the Open Lists with this Code would be an achievement that will economize and strengthen the presidential democracy.
Because it is known that with Open Lists the one who has more money, fame and favor from the President and Interest Groups wins.
The Open Lists will simply strengthen the influence of the Interest Groups on the President, and together with the President they will throw money to make the candidates who want to win with fame and logistics and a lot of money.
Presidential bureaucracy combined with favoritism and clientelism will bring open lists.
Remember and note this.
The press offices of the parties and the PR of the parties that are commanded by the President will become the most important institution in the party because they will strengthen with fame and media the "candidates" who have the grace and favor of the President as well as the candidates for whom the most will be thrown money and logistics from Interest Groups.
It is not the democratizing Open Lists, but the legal guarantees that allow and enable free, fair and equal elections.
As for the thesis of the vetting of politicians, I am not spending much energy, because it seems like a scuthocratic concept, of building a network after the fact to catch the fish that will have an agreement if there is an agreement.
Very beautiful fairy tale.
And to conclude, I am asking: If Rama shakes the government in September and Berisha and Meta start protests, is it really likely that the Electoral Code will really change???
Or will the nuts of the young be used as an excuse for the continuity of the old???
If they want, let them carry out the first Electoral Reform.
They are not inventing the "atomic bomb".
Let them start in September and decide to complete the electoral reform by December.
Don't drag him, don't play with him anymore.
Compulsorily set a deadline for public debate and final approval of the Electoral Reform.
The deadline will be assigned to the Parliamentary Commission for Electoral Reform.
Let the tzahahedas exert public and human pressure so that the Parliamentary Electoral Reform Commission is assigned the deadline of September-December for the full debate on it until its approval.
The internationals do this too.
Not a fairy tale. Concrete deadlines with obligation - determination.
And since all theses took a break during the summer to come in September, let them postpone it until January.
