Aviation School, the largest public investment project in January - March

Albania has become a construction site with roads and railways opened by the government and, on the other hand, the private sector in a wave of construction in Tirana and the coast. But in the case of the public sector, the situation is a little more problematic when it comes to implementing deadlines and making good use of funds.

According to detailed official data from the Ministry of Finance, the largest project implemented in January - March 2026 is the investment for the establishment of the Aviation School in Vlora with a value of 1.6 billion lek or more than 16 million euros, which is an investment being carried out by the Ministry of Defense.

The road sector has the largest investment at the beginning of this year. Over 830 million lek have been allocated for the segments of the Qukës-Qafë Plloçë road, despite the fact that this facility was inaugurated last year.

The third most funded project in the first quarter of 2025 was the camera system under the administration of the State Police, which benefited from over 460 million lek in investments.

While urban regeneration and water supply and sewerage projects appear with more modest figures this quarter, they are expected to increase in volume over the coming months.

Although the Albanian government has projected an ambitious year for capital investments with a total fund of 161 billion lek, the first quarter figures show a rather slow start. According to detailed data from the Ministry of Finance, during the first three months of the year only 5.5 billion lek were implemented, at a minimal level of only 3.4% of the total annual plan of 162 billion lek.

This low level of implementation shows a clear discrepancy between budget planning and the actual allocation of funds to concrete projects at the beginning of the year. The vast majority of projects listed in the finance document result in zero or very little investment being made, leaving a weight of over 96% of works and payments to be executed in the remaining nine months.

However, within this 3.4% realized, there is a concentration on several projects, dominated by military projects.

Official data shows that, while the need for infrastructure is increasing due to integration criteria, the state's ability to make capital investments has fallen to alarming levels, directly linked to major corruption scandals involving key Albanian institutions mandated to take care of the country's critical infrastructure.
