KLSH report: Violation of financial discipline by institutions "cost"

The ineffective management of income and expenditure by institutions has borne the brunt of the negative impact on the finances of entities that have been part of the Supreme State Audit audits in the first 4 months of the year.

The latest bulletin estimates that during the period January-April 2025, 14 recommendations were made on findings with negative effects on the state budget, for a total value of 1.04 billion lek or over 10 million euros.

Of these, the economic damage was estimated at 4.9 million lek, the ineffective management of funds at 994.3 million lek thousand lek and 46.7 million lek in deficiencies in tax/customs control activity.

The report estimates that in terms of the value of the financial effects resulting in economic damage to the state budget, 30% was found in the area of ??revenues and 70% in the area of ??expenditures.

As for the negative impact of the violation of financial discipline, it has the greatest impact on revenues with specific institutions, the National Agency for Protected Areas and the Albanian Investment Corporation.

Meanwhile, according to the audit report for the period January - April 2025, the SAI has found deficiencies in tax control activity with a negative impact on the performance of tax & customs revenue administration, as liabilities and penalties estimated at 46.7 million lekë ascertained by the Rinas Customs Branch.

This has resulted from the failure to collect customs duties; payment of customs duties on imports for which action was not taken in accordance with the legal framework, incorrect valuations of imports and declarations of items, unfair exemption from VAT payment and incorrect treatment of customs violations.

In the period January - April 2025, the audits conducted by the KLSH included the assessment of the activity in 55 entities. Regarding the findings, the latter addressed 5 recommendations for administrative and disciplinary measures to the audited entities, of which 5 disciplinary measures./ Monitor Magazine
