Immediately after the new draft Criminal Code was presented to the media by the Minister of Justice Ulsi Manja, the President of the Supreme Court Sokol Sadushi, the head of the working group Arben Rakipi, another group of experts and a group of experts in the field of justice, the first to publicly come out as a puppet against the draft Code was the Prosecutor General, Olsian Çela.

He distanced himself from the draft Code, said that he had no representatives, that he was not involved. He harshly commented on the draft Code.

The head of a serious institution, such as the General Prosecutor's Office or the Prosecutor General himself, as soon as he receives the draft Code, has no reason to come out and lie publicly, when in fact he had his representative, Kujtim Luli, acting as Head of the Coordination, Studies and Integration Sector.

On the other hand, after receiving the draft Code and disagreeing with 50, 70 or 100 of its articles, it creates a working group and makes its observations, relevant comments on what it disagrees with, the reasons, the adaptations to EU legislation, to countries in the region, while also adapting to the Albanian reality.

So, it is included, not distanced.

He is involved to make it better, but Olsian Çela came out publicly and said that he had not had his own representatives and distanced himself, when in fact he should have been involved.

What turns Olsian Çela into a puppet against the draft Code?! What was the reason so strong that forced the Attorney General or forced his mind to appear at a press conference when he had time, or during the entire mandate since he was elected, we may have seen him very few times?!

What did Olsian Çela come up with, when as a normal head of an institution he should have been involved in at least one working group and made comments. While he came out to the conference, he distanced himself and now he is probably making comments to take to experts, opposing the let's call 'problems' that this draft Code has.

What Olsian Çela should have done at the end, he did at the beginning because the expert group could accept all or part of his comments and criticisms . Then there will be round tables where EU experts will also participate. The OSCE said it will provide its assistant and will participate.

So why did Olsian Çela have to appear at a press conference, when he should have made his criticisms and proposals for changes first? They could have been accepted and there could never have been a press conference.


What is the reason? Who ordered it?

Why did Olsian Çela appear at a press conference behaving like a puppet against a new draft Criminal Code, even though the Chief Prosecutor General is aware that Albania needs a new criminal code and that this must be done within 2026 according to the directives issued by the European Union.
