At the start of the campaign, it was noted that the Socialist Party and the Democratic Party determined the areas in which the candidates would work .
Immediately after the lists, the presence of 3 ministers on the open lists of the Socialist Party in Tirana was also noted. All three ministers have ministries with great human capacities and subordinate institutions and offices in every corner of Tirana and not only.
Like everyone else, the Ministers were assigned territories where preferential votes had to be cast.

The phenomenon that accompanied the preferential vote in Tirana is worth analyzing for the result of the preferential votes of the Socialist Party.
From that result, the 2 ministers Ervin Hoxha and Blendi Gonxhja were a surprise even to their neighbors.
With those figures, it became clear that Hoxha and Gonxhja should have dried up not only the swamp of the area predetermined for them, but all the ponds of Tirana.

The ministers have clearly drunk water not only from the taps of their "house", but apparently they have also dried up the taps of others.
At the start of the campaign, Pandeli Majko had declared that if Rama were on the open list he would refuse to run.
And Pand's statement was logical.
Who would vote for Pand in the preferential vote, if he had Rama as an option!
To convince the PS electorate to vote for him in the preferential vote, Rama does not need to knock on doors. It is enough for people to open the refrigerator door in the kitchen.
But Pandi forgot about the ministers and their political immaturity.
What happened next is history. Somewhere, the thirsty ministers rushed to everyone's taps, gardens and orchards. Hundreds of patronage workers with state salaries in the relevant ministries were scattered throughout Tirana , villages and cities.

The zones were divided according to the majoritarian model where everyone worked their own land, but everyone rushed everywhere to collect votes and do the usual thing as in regional proportional representation . And in this distribution, whoever is the biggest, the oldest, the richest, and above all, the one who has the most people to be able to assign tasks in the field wins.
So from the Socialist Party, ministers without electorates won, while from the Democratic Party, the list is led by universally accepted figures.
