The incinerators that do not exist or are just some diesel boilers that do not work are falling on the backs of poor citizens who pay tens of millions of euros per year for waste.

This burden is being borne by the citizens of Durrës who pay for the waste, but in fact the garbage has invaded the city just like in Tirana.

Waste management is consuming about 40% of the Durrës Municipality budget, a rate many times higher than other municipalities in the country.

This Municipality is a unique case in that it spends half of its budget on garbage cleaning. 

According to KLSH, last year the actual budget of the Municipality of Durrës was 39.4 million euros in total. But 9.6 million euros of this went to finance only waste management.

Treasury data generated by Open Data Albania show that from the beginning of the year until July 18, i.e. for about 7 months, about 36 transactions were carried out with an amount of exceeds 6.9 million euros.

This value represents the payments from the municipalities of Tirana, Kamza, Durrës and Kavaja for the transportation of waste to the Sharra landfill.

The data show that out of the 9.6 million euros per year that the Municipality of Durrës pays for waste management, 4.5 million euros are a direct result of the government's decision to force it to deposit waste in Sharre.

So, not because of the increase in the amount of waste generated by Durrës, but because of the incinerator.

The country's major cities face high waste treatment costs and are facing an environmental emergency, as these municipalities' waste is piling up in landfills next to non-working or non-existent incinerators.

CNA has clearly shown that the Sharra landfill is on the verge of disaster and has exceeded its limits.

The Municipality of Durrës signed a contract with the company "Integrated Energy BV SPV", which manages the Tirana incinerator and from September 2021 brings the waste to Tirana at a cost of 3500 ALL/ton, excluding VAT./ CNA
