The spokeswoman for Anticorruption in the Democratic Party, Genta Vangjeli, made this Saturday a denunciation of the concessionary contracts in health.

Vangjeli said in a statement to the media that the procedures of laboratories, sterilization and sanitization of hospitals revolve around a "handful" of companies.

According to her, the companies are run by several people connected to each other and behind them are the leaders of the state and Prime Minister Edi Rama.

A few days ago, on June 28, 2024, Edlira Bode of SUT, whom Edi Rama did not dismiss from office, even though the KLSH in the 2023 audit report issued the disciplinary measure of immediate termination of employment for her, developed the procedure by negotiation without announcement with object: "Performance of laundry service for emergency needs", fund 275 thousand euros.

For this procedure, only 1 bidder participated, who was declared the winner with 98.9% of the limit fund, namely the economic operator "SANITARY CLEANING" sh.pk, which according to open data only from 2019 to 2024 has benefited from 57 payments against worth 2.3 million euros including SUT 4 payments for the same contract object.

The company "SANITARY CLEANING" sh.pk was founded by Fatos Deliu in 2014 as the sole owner.

Fatos Deliu was also the founding owner of the company "Eco Riciklim" sh.pk until 2018, owned by the son of the deputy director of QSUT Mrs. Strakosha, who continues with public contracts without worrying.

In May 2018 F. Deliu sells 60% of the capital shares of "SANITARY CLEANING" sh.pk to the Dutch company "Berinv BV" represented by Tamara Alexandra Eleonora Wingelaar. According to the media, in 2018, this lady held the position of executive director of the company "AB Laboratory Solutions", which has another concession in health, that of laboratories worth 120 million euros. She left this position on June 21, 2018, leaving place for Konstantinos Karathanos. The person with the same surname, Janis Karathanon, is part of the ownership of the laboratory concession with the companies "Labopharma" and "AB Laboratory Solutions".

In July 2018, F. Deliu leaves the partnership by selling 40% of the shares in favor of the Italian company "Servizi Italia spa". This company is part of the sterilization concession contract of 2015 with an initial value of 11 million euros.

5 years later, in September 2023, "Servizi Italia spa" sells the shares to Fatos Deliu and citizen BJ

In December 2023, Fatos Deliu sells the quotas in favor of the company "Amphora Holding" owned by the citizen AJ

And on the same date, December 29, 2023, the other partner Berinv BV sells the shares in favor of the company "Videl" sh.pk with the same citizen owner as above with the initials AJ

The current owners of "Sanitary Cleaning" sh.pk are:

BJ citizen 20% of quotas;

"Amphora Holding" 20% of the shares, owned by the citizen AJ and

"VIDEL" sh.pk 60% of the shares owned by the citizen AJ as above.

This spider's web of partnership changes has not been able to cover the final beneficiaries who are connected to the biggest contracts of tenders in health, also of concessions and direct contracts.
