The institution subordinate to the Ministry of Finance, which has the name Agency of Management of Guarantees and Irrevocable Credits, has gone downhill.

This institution since 08.04.2024 is supervised and directed by the General Secretary Mrs. Risena Xhaja.

The latter is putting pressure on the employees and is turning the institution into its private property.

Risena Xhaja has committed a number of violations of the Labor Code.

At the end of the month of April, there were riots with the staff after she started the honors by hiring her friend Lusiena Kolaj as the Head of the Sector for the Follow-up of Enforcement Procedures, but today she is the legal director of AMGKP.

Then the scandal continues when on 30.04.2024, 90% of the employees' employment contracts were revised, even though the contracts concluded between them were open-ended, they were re-connected according to the wishes of the Commanding Director for Supervision of the AMGKP, forcing so the employees resign from their jobs.

Furthermore, another violation is the fact that in this institution the hiring is done without criteria.

Vacancies are being filled with new employees in the blink of an eye as if they are in line at the door without respecting any deadline, without holding any competition as the Labor Code says.

In the e-mail addressed to the Minister of Finance Ervin Mete, the staff of this institution lists all the violations that are being committed in the institution under the Ministry of Finance.

Thus, the staff asks Minister Mete to take measures for this scandal that is happening in the Agency for the Management of Guarantees and Irrevocable Credits as they are under pressure every day from the second director in command Lusiena Kolaj.

Minister of Finance, Mr. Ervin Mete, I want to share with you a major problem regarding what is currently happening in one of the institutions that you depend on.

The institution has the name Agency of Management of Guarantees and Irrevocable Loans, which employs 30 (thirty) employees.

This institution since 08.04.2024 is supervised and managed by the general secretary, Mrs. Risena Xhaja.

From the moment of taking over from SP. Ms. Risena Xhaja, the institution went downhill, putting pressure on the employees and turning it into private property.

The first order from her was: the seal of the institution will not be in the protocol, but she will keep it in her office at the ministry. Every document that needed to be signed and sealed had to be presented to her office. The AMGKP is located on "Rrapo Hekali" street, the distance to the Minister of Finance is about 3.3 kilometers, the secretary of the institution and the protocol had to go back and forth more than 5 times to sign and seal the documentation.

At the end of April, riots started with the staff. The commanding director started the honors with the company where without any competition, no request, no compliance with the Labor Code, she hired her sworn friend, Lusiena Kolaj (it is enough to do a "search" on Google for this individual, the events that happened at ASHK Durrës) , as the Head of the Enforcement Execution Procedures Follow-up Sector, but today we are talking about the legal director of the AMGKP.

As of 30.04.2024, 90% of the employees have had their employment contracts revised, even though the contracts between them were open-ended, they have been re-connected according to the wishes of the Commanding Director for Supervision of the AMGKP.

Due to the violations of the employment contract, some of the employees left with resignation and some are enduring the pressure that is put on them every day.

A new employee must sign a 3-month contract for a trial period and then up to 3 years of work is signed every year and over 3 years an indefinite contract is signed, but this is not a problem for the Director because she has a pen and paper .

Then there are the cases where there are employees who have a Professional Master's degree and are employed with an open-ended contract, and employees with a Scientific Master's degree with 7-month contracts.

I am highlighting a case where the Human Resources specialist, Entela Hoxha, was transferred to the information sector because she had to make room for Aisel Haskajn, who did not meet the criteria to be responsible for the legal sector because she does not have a Master of Science, but only a Bachelor. the matter had to be resolved because he had introduced a friend (MOM who works in the court) to SP and thus Aisel Haskaj (with a Bachelor's degree) is a Human Resources specialist, but he has been assigned to be in charge of the Operational and Legal Sector and Entela Hoxhaj is a specialist in the administration and information sector, but the Human Resources specialist was ordered to do the honor.

New streams follow without worrying and respecting any legal deadline.

I would beg you to take measures as it has become a mess here and we are under tension every day due to the pressure caused by the second director in command, Lusiena Kolaj.
