Law doctorates/ Children of the Padadog enter "through the window"

A few weeks ago, the show "Stop" talked about the abuses of lecturers' payments at the Faculty of Law. In the documents published by "Stop", there was talk of exaggerated payment figures, which were justified by overloading or extra payments.

Deanship Dorina Hoxha for the year 2020 received so many payments that she worked 18 hours a day during this academic year. Likewise, the list showed other names that "work" even at bedtime.

Today "Stop" was stopped at the doctorates in the Faculty of Law for the academic year 2021-2022, with the call, which was made in April 2022. Nora Malaj explained how the doctoral study works.

"The final and highest system for the academic field system at the university is the doctoral study. You need to do in-depth study in a certain area and this serves 3 categories. For the categories of lecturers that is necessary, the second field is the field of the administrative level and for other fields related to strategic levels or people who have priority or expectations within what is called scientific research to do different research in different fields . Not every university can do this, and the Ministry of Education, based on the criteria and levels of the current academic staff, creates what is called a core or group that will deal with doctoral studies.

Then the criteria come out and the quotas are opened. Quotas are opened based on the request made by the university, the needs it has and the preference. Applicants apply with a file, making a CV stating their priorities. Then there is the second stage when the application is closed and the ranking of the files is decided based on the criteria. The group that makes the evaluations must rely on the evaluation that they presented in the entire regulation and in the request for the offer that comes to you. We should not have a movement of demand and offer, that is, of regulation with demand and offer and with the assessment that they have made to the candidates who will become participants in the continuation of the doctorate. When we have transitions, we must have a rule violation and then we have to see who is the cause", said Nora Malaj.

Në Fakultetin Juridik u përcaktuan 36 kuota: 12 për “E drejtë Penale”, 13 për “E drejtë Civile” dhe 11 kuota për “E drejtë administrative”. Në Shtator u shpallën 37 fitues, një më shumë, ndërsa për të tjerët ka ndryshim të destinacionit të kuotave pa miratim. Tani pas një viti akoma nuk janë përcaktuar temat e kandidatëve.

“Stop” ka siguruar dokumente ku pedagogët që janë udhëheqës të doktorantët nuk i kanë parë dhe as nuk i kanë lexuar. Tek rregullorja e organizimit të studimeve të doktoraturës është përcaktuar që një profesor mund të marrë deri në 3 kandidatë doktorantë ndërsa profesorët e asociuar jo më shumë se 2 kandidatë. Por Ministria e Arsimit ka dhënë një urdhër që çdo pedagog pavarësisht titullit akademik, do të ketë vetëm një doktorant.

Departamenti i të Drejtës Civile janë 14 pedagogë që mund të jenë udhëheqës për 14 doktorantë. Në departamentin e të drejtës civile numri i fituesve është 15, pra një më shumë.

Por në atë listë, Fakulteti i Drejtësisë ka deklaruar një pedagog që është jashtë Shqipërisë dhe jo më të bëjë udhëheqjen e doktorantit.

Në listën e të drejtës publike janë 11 pedagogë të deklaruar. Në listën fituese janë vetëm 9 sepse Fakulteti i Drejtësisë ka justifikuar mungesën e pedagogëve. Nga muaji Mars deri në muajin Korrik 2022 janë larguar 3 pedagogë të këtij universiteti dhe numri zbret në 8 pedagogë që kanë mundësi të jenë udhëheqës. Në këto kushte Fakulteti i Drejtësisë ka kërkuar suportin e një ish-pedagogeje, sot anëtare KLP-së, Mirela Bogdani që të jetë në udhëheqjen e një studenti.
