Document - Complaint of residents/ Permits granted for premises by the

32 residents of Municipal Unit no. 3 have sent a letter of complaint to the administrator of this unit, Ergesta Ninga, where they demand a solution to the problem with the businesses which, with a permit from the Municipality, have interfered in the structure of the building by damaging its walls.

"Private entities that have received permission from the Municipality have intervened in the structure of the building by breaking walls and digging underground. Whoever allowed these illegalities to happen cannot violate our right to life just to favor some businesses to earn at the expense of our lives. If the November 2019 earthquake spared us, we have little hope that any other earthquake will spare our lives", says the letter denounced to the electoral headquarters of the Candidate for the Municipality of Tirana, Belind Kelliçi.

Residents also write that they were not asked about the occupation of public spaces.

"For the entities that operate on the first floor of our building and in the surrounding areas, none of the residents of the building have signed that they agree, for this reason we ask you to verify it in the General Directorate of Local Taxes and Fees and in the Directorate of General Planning and Development of the Territory if these permits were granted in violation of the law".

Meanwhile, the residents have not yet received an answer.

REQUEST/COMPLAINT

Directed to: Municipal Unit No. 3

Dear Mrs. Ergesta Ninga

Monastery Congress

In the residents of building no. 46 located in Rr. Ali Banushi in Tirana, we address our complaint regarding the public spaces around our building, which are all occupied by entities that carry out business activities for their own profit.

All businesses, after the verbal contacts we have had with them, tell us that they are equipped with a permit from the Municipality of Tirana and therefore continue their activity freely.

We, the residents of the building, are forced to leave the entrance directly to the street without having the possibility of a sidewalk to cross.

Think for yourself, ladies and gentlemen, with small children, in wheelchairs, the elderly or the sick, without any opportunity to rest even for a moment, we are forced to run to enter and exit the palace, otherwise the cars will overtake us.

Not to mention that the road in front of the palace is completely amortized and cannot be passed if it rains, this situation continues throughout the winter or autumn rains.

We are convinced that you know us better than anyone else and you are crying for us because you (as a resident of this neighborhood) are forced to suffer the same consequences.

We ask you to release the public spaces around the building and to notify the relevant authorities to inspect our building since the entities operating on the first floors have interfered with the structure of the building by breaking walls, opening windows to make doors and digging underground.

If the earthquake of November 2019 spared us, we have little hope that any other earthquake will spare our lives.

The right to life is protected by law and whoever has allowed these illegalities to happen cannot violate our right to life just to favor some businesses to profit at the expense of our lives.

To our knowledge, one of the conditions to be provided with "Permit for the use of public space" and "Preliminary Declaration of Works" is the consent of 50+1% of the residents of the building.

For the entities that operate on the first floor of our building and in the surrounding areas, none of the residents of the building have signed that they agree, for this reason we ask you to verify it in the General Directorate of Local Taxes and Fees and in the General Directorate of Planning and Development of the Territory if these permits were granted in violation of the law.

Thanking you for the hard work you have done so far, but which we hope you will continue to do with the same dedication to help the community, we remain fully confident that this not small issue will receive all your attention and solutions ./ CNA.al
