A denunciation has arrived at the CNA editorial office for the Municipality of Tropoja, alleging abuse of tenders.

The municipality of Tropoja, headed by Rexhe Byberi, has awarded 3 tenders, the procedures of which are suspected to have not been carried out correctly, in accordance with the law.

Reconstruction of the irrigation channel Ura Vigi i Vaka - Cërnicë

The first tender is for the reconstruction of the irrigation channel Ura Vigi i Vaka - Cërnicë. 3 companies "NIKA", "BOE HTSH & 'Bajrami N'" and "Griald "  sh.pk competed in this tender .

The limit fund was ALL 33,787,957 and the winner was announced on August 30, 2024, the company "Griald "  sh.pk.  The latter won this tender worth ALL 26,999,633.

This tender, in "Open Data", results in a red flag, for the disqualification of all competing operators, except for the winner.

"Griald sh.pk" turns out to have participated in other tendering competitions, but was disqualified, while it is reported that it has not yet submitted the works for the tender "Rehabilitation of the Hysenukaj Neighborhood Street", which it won together with the company "Vllaznimi "  sh.pk. The latter owns 100 shares of Bashkim Byberin, who, according to the complaint to CNA, is a relative of the mayor of Tropoja.

Rehabilitation of the Zherka 1-2 watershed

The second tender with which it is reported that there is abuse is the rehabilitation of the water catchment Zherka 1-2.

In this tender where there were 6 contestants, the company "Asi Invest "  sh.pk, where Shkëlqim Dezhgiu is a 100% shareholder, was declared the winner.

The limit fund was ALL 9,739,487, while the winner was announced on September 10, 2024 with a fund of ALL 8,090,904.

This tender, like the first one, in "Open Data" results in a red flag for the disqualification of all competing operators, except for the winner.

The reconstruction of the 9-year-old school Beselidhja e Malësë

The reconstruction of the 9-year-old Beselidhja e Malësë school is the third tender of the Municipality of Tropoja, where there were 10 competing operators.

"MANE/S & NIKA" was declared the winner of the tender worth 55,277,700 ALL on September 11 of this year, while the limit fund was 82,500,060 ALL.

According to the complaint in the editorial office of CNA, all 3 of these tenders are suspicious. It is claimed that competing companies have been excluded from the competition, however, only for two out of two "Open Data" issues a red flag./ CNA
