The National Road Operation Authority is created/ Here are the services it will

The Council of Ministers decided this Wednesday to create the joint-stock company "Enti Kombëtar i Operimit Rugor", sh.a.

This company will be 100% state-owned and will provide operation services to enable road access for users.

Also, EKORR will offer against payment the operation service and any other service, in accordance with the purpose of its creation and its charter.

According to VKM, the Ministry of Infrastructure and Energy represents the state as the owner of 100% of the company's shares and within 30 days from the entry into force of the decision, it will follow the necessary legal procedures for the establishment and registration of the company in the CKB.

The initial capital for the creation of the joint stock company shall be 50 million ALL and will be transferred from the budget of the Ministry of Infrastructure and Energy, to the company EKORR, sh.a., immediately after its registration at the National Business Center.

The governing bodies of EKORR are the General Shareholders' Assembly, the Supervisory Council and the Administrator.

EKORR, s.a. has as object of activity:

a) operation of toll roads;

b) maintenance of the operation infrastructure, which includes the system of automated gates for allowing entrances and exits on the road, the electronic system for collecting fees and the necessary servers for keeping and processing the relevant data and receipts;

c) production and distribution of monthly subscription tickets (subscribers) for toll road users;

ç) collection of tolls on toll roads;

d) monitoring and coordination of the operation service on the toll roads, the operation of which is carried out by the respective concession companies;

dh) provision of electronic systems and applications for the management and use of automated gates for allowing entrances and exits on the road, for the collection of fees and the necessary servers for keeping and processing data and related receipts.

For toll roads, which are not under concession contracts and are maintained by the Albanian Road Authority, EKORR, s.a., concludes a special agreement with the Albanian Road Authority for the performance of activities. In the special agreement, among other things, provisions are provided for the collection of the fee and other revenues from the operation of the road, as well as for the fee that EKORR, s.a., receives for the performance of the relevant activities.

EKORR, sh.a., can provide other additional services for public and private entities, in accordance with the purpose of creation, the field of activity and its statute.

The joint-stock company is financed by its own income from the provision of services and other legal sources. The income of the joint stock company is used for the exercise of its activity.

The source of income of EKORR, sh.a., are:

a) the income from the annual fee obtained from the concession companies that perform the operation service on the national toll roads, according to the definitions in appendix 1, attached to this decision;

b) income from the fee obtained from the Albanian Road Authority for the performance of the activities provided for in letters "a", "b", "c" and "ç", of point 7, of this decision, based on the relevant agreement;

c) revenue from toll collection on toll roads;

ç) other legal income that comes from the performance of activities according to point 7 of this decision;

d) other permitted income, such as: grants and loans.
