Audits of KLSH in January-August reveal 70 million euros in economic damage and

Audits of the Supreme State Control (SCSC) during the January-August period have found an economic damage and violation of financial discipline with a negative effect on the budget amounting to several billion ALL.

Specifically, in the last bulletin, the KLSH estimates that during the period January-August 2024, 413 recommendations were given on findings with negative effects on the state budget, for a total of 7 billion ALL or about 70 million euros.

According to the report, the estimated economic damage is 209 million alleks or about 2 million euros, while the ineffective management of funds is calculated by KLSH in the amount of 6.2 billion alleks or about 62 million euros, in the end also 552 million alleks in deficiencies in the tax/customs control activity or 5.5 million euros.

According to the auditors, the value of the financial effects resulting in economic damage to the state budget was found to be 92% in the field of expenses and 8% in the field of income.

"In the field of expenses, the greatest weight is occupied by the violations found during the implementation of the works in the amount of 170 million ALL (liquidations for unfinished works, non-calculations of the final costs of the design service, works not in accordance with the technical specifications, etc. )

While in the field of income, the biggest weight is occupied by the violations related to the non-collection of taxes and duties in the local government in the amount of 16.9 million ALL," the report states.

As for the negative effects on the budget, it seems that the main weight with 3.2 billion lek is carried by violations of financial discipline in the field of income (or about 53% of the total), mainly in local government income for issues related to tax obligations and local fees.

On the other hand, 2.9 billion ALL are negative effects from violations of financial discipline in the field of expenditures (or about 48% of the total), as a result of violations of budget discipline related to the liquidation of expenditures, mismanagement of programmed funds or lack of control in carrying out procurement procedures not in accordance with the legal framework.

According to the KLSH report, for the defects and violations found, 574 recommendations for administrative and disciplinary measures were addressed to the audited subjects, of which 517 were disciplinary measures and 57 were administrative measures./ Monitor Magazine
