Milot-Fier road, a corrupt affair with predetermined winners

The Minister of Infrastructure Belinda Balluku, said Wednesday in a press conference, that the Albanian government would open the race for the Milot-Fier road segment, part of the Adriatic-Ionian segment. She said that the length of the road is 115 kilometers, and would cost about 0.75 euros per kilometer.

And in this investment, almost half of the road was the Rrogozhina-Fier axis, which would be rehabilitated, there would be secondary roads and overpasses, and on the other hand some previously discussed segments would be built to be given with concessions, which are included in this segment such as the Milot-Rrogozhinë, axis which includes the Kashar-Rrogozhinë and Milot-Kashar roads.

The Minister also said that the total cost of this project is 1.2 billion euros, and publicly announced the international competition.

In fact, the warning of this concession was made by the journalist Klodian Tomorri two days ago, who wrote and reported about this segment as a deed and as another tragedy of the Rama government in infrastructure and its concessions or PPPs.
According to Tomorri, the Milot-Fier road project is the ?last bombshell? of the bombastic infrastructure promises after the 3D dreams of the tunnels, whose financial and environmental costs are still unknown, similar to those for the magnificent Skavica hydro power plant. (Read here)

The value of this road seems to be very high from the reality and if compared to some previous concessions, which have been canceled and included in the new concession. The sum of 1.2 billion euros was the total cost of the Nation Road, which lied in a mountainous terrain with two 6-kilometer tunnels each, high bridges, and a colossal investment in a 100 per cent new route.

While the acute route lies for the most part in a field area, half and more than is almost ready. The new segment is only Kashar-Rrogozhinë, which shows that the Albanian government through this concession, seems to have once again issued its tentacles to snatch from Albanian taxes, through corrupt concessions.

On the 115-kilometer route, the new axis is Thumanë-Kashar and Kashar-Rrogozhinë, but if we look at the facts of this government itself, the concession of the Thumanë-Kashar road, that was canceled by the government almost two years ago, worth 225 million euros.
If we add to this road the value of Kashar-Rrogozhinë, perhaps with a total of about 200 million euros, we will have 400-450 million euros total value of investment in the new road route.

So, from Thumana to Kashar and from Kashar to Rrogozhinë.
The rest are all existing road segments, which will be rehabilitated from Rrogozhina in Fier, and from Milot to Thumanë, roads that will have secondary axes, rehabilitation and overpasses. In an investment of about 1.2 billion euros of the Albanian government, only 30 per cent of the total of this fund, goes to the new road segment.

Almost 70 per cent of the amount, is all the value for the current road segment rehabilitation.
The government will pay between 400 and 450 million euros for the new road, and will pay between 750 and 800 million euros for the rehabilitation of existing roads, which clearly shows the abusive values, that reflect the previous concessions granted by the Albanian government and afterwards canceled.

Predetermined winner

On the other hand, CNA.al has learned that the winner is also predetermined, and it will be a Greek company. Unofficial sources told CNA.al, that the cost value of the project and its cost in infrastructure, is many times lower than it was announced by the government, and the winner is already known.

Edi Rama is almost making a favor to a Greek company, which he will give the Milot-Fier segment, through with a concession with a cost of about 1.2 million dollars paid from the Albanian taxes. So, the road has not only a colossal value, very high compared to reality, but also the fact that the winner is almost predetermined./CNA.al
