From 10:00 this Friday morning, a joint inspection was carried out by the inter-institutional task force on the Pogradec coastline, with the participation of representatives of the National Coastal Agency, the Municipality of Pogradec, the State Police, the Border Police and the Municipal Police. The purpose of the inspections was to verify compliance with the terms of contracts by entities that carry out activities on the beaches, guarantee access to public beaches, as well as control of security and cleanliness measures at the peak of the tourist season.
According to the Director of Taxes in the Municipality of Pogradec, Enjela Karafili, currently about 60 percent of the beach line is public, while 40 percent is administered by private entities. She emphasized that this percentage is expected to increase in favor of public spaces, as contracts that will not be connected to the respective entities will automatically pass to public administration.
" So, so far we have 60% of the beach public and 40% private. This can be further deepened on the public side, as we will soon receive confirmation of contracts that have not been signed, that have not benefited the entities and they will automatically become public ," said Karafili.
Karafili announced that the municipality has invested in providing the highest quality services at the city's seven public beaches. Umbrellas are provided free of charge to citizens, while licensed lifeguards are stationed at each beach to monitor the safety of vacationers. Also, most of the lakeshore is equipped with signaling buoys, while checks by the municipality will continue every week, accompanied every two weeks by special inspections by the task force until the end of the summer season.
" We have tried to provide the best possible service to at least seven public beaches in the city. The umbrellas here in Pogradec are free for citizens. There are three beach watchers monitoring them all the time. Almost the entire city is surrounded by buoys. We hope that everything goes well. And I want to emphasize that the controls by the Pogradec Municipality will be weekly. Every week there will be a group that will monitor it and every two weeks we will have another task force group that we will have under observation until the end of the season ," said Enjela Karafili.
On the other hand, the director of the National Coastal Agency, Shpëtim Çiku, stated that monitoring of the beaches in Pogradec has started since the beginning of the season and is part of a continuous control of the entire coastline and lake shores of the country.
“Atëherë sot kemi organizuar një task-forcë ndërmjet institucioneve, Agjencisë Kombëtare të Bregdetit që jemi ne përfaqësues, Bashkia Pogradec, Policia e Shtetit, Policia Kufitare dhe Policia Bashkiake. Nuk është ky rasti i parë që ne kemi monitoruar Pogradecin, është e gjithë vija bregdetare dhe bregliqenore gjithmonë në monitorim. E kemi filluar që në fillim të sezonit për pjesën e plazheve publike, është një nga synimet tona kryesore për të mbajtur gjithmonë të lira në funksion të statusit të tyre juridik”, u shpreh Çiku.
Sipas tij, gjatë inspektimit të zhvilluar këtë të premte nuk janë konstatuar shkelje. Plazhet publike rezultojnë të lira dhe të pastra, ndërsa masat e sigurisë janë në standardet e kërkuara, me praninë e vrojtuesve, dokumentacionin e rregullt dhe pajisjet e nevojshme. Çiku pranoi se janë evidentuar vetëm disa mangësi të vogla, për të cilat janë lënë rekomandimet përkatëse që të plotësohen në kohë.
“Ne sot kemi bërë të gjithë pjesën, të paktën të qytetit, e cila është dhe pjesa më e frekuentuar ku ka dhe më shumë pushues dhe impakti është më i madh. Deri tani nuk kemi konstatuar asnjë shkelje. Plazhet, sidomos plazhet publike, janë të gjitha të lira, si nga ana që janë të lira, por janë edhe të pastra. Bashkia Pogradec ofron dhe pjesën e sigurisë. Është e gjitha e markuar me bova, që është një nga treguesit shumë të mirë për pjesën e sigurisë. Vrojtuesit janë prezentë, dokumentacionet i kanë të sakta dhe kanë të gjitha pajisjet. Patjetër që mungesa të vogla ka, i kemi lënë rekomandimet që edhe drejtoreshën këtu e kemi dhe ia kemi lënë edhe si bashki edhe subjektit që të plotësojë ndonjë mangësi të vogël. Por në përgjithësi gjendja është shumë mirë. Mund ta them me gojën plot që Bashkia Pogradec është nga bashkitë që ka një marrëdhënie, një bashkëpunim shumë të mirë. Dhe situata deri tani është nën kontroll”, tha Çiku.
Drejtori i Agjencisë Kombëtare të Bregdetit vlerësoi bashkëpunimin me Bashkinë Pogradec, duke e cilësuar atë si një nga bashkitë me koordinimin më të mirë institucional në administrimin e plazheve. Ai theksoi se kontrollet do të jenë të vazhdueshme gjatë gjithë sezonit turistik dhe se çdo shkelje e kushteve të kontratës do të ndiqet nga institucionet përgjegjëse, me monitorim të përhershëm në terren.
"Then, if they violate the terms of the contract, there are definitely some institutions that keep the part of the coastal activity under observation, which are the beach stations, it is definitely the Municipal Police, especially they have priority over public beaches in their own functional duties. But we, as a structure of the National Coastal Agency, are also under constant monitoring. We have a person stationed in Pogradec who always observes the subjects. And the controls are periodic. It is not that we did it today and this next control will not go very far, but that they are periodic and frequent. And our relationship with the Pogradec Municipality is so close that we discuss problems not only in a written, bureaucratic way, but we also solve things by e-mail so that they are more frequent and faster, so that we are as close as possible to the problems of tourism", declared Çiku.
With the increasing influx of vacationers during the summer months, institutions aim to guarantee free, safe beaches with high service standards for all visitors who choose Pogradec.
