From 1912 to the present, Albania has had prime ministers who have held office for various periods of time.

But one of them stands out, as it is the shortest-lived in office.

This is about former Prime Minister Qazim Koculli, who governed for only 6 hours on December 6, 1921.

Political life and activity

Qazim Koculi was born in Kocul, Vlora, on April 14, 1883. He was a soldier in the Ottoman navy, Albanian military leader, and senator.

He completed his primary education in Vlora and, with the help of Syrja Bey of Vlora, continued and completed his higher studies at the Higher Military Academy in Istanbul. He was then appointed to the Ottoman Navy, where he earned the rank of Lieutenant.

Koculi escapes to Argentina, where he stays from 1909 to 1913. He returns to Vlora, after responding to a call from Ismail Qemali, where he is appointed director of the port of Vlora in October 1914.

He was elected deputy of Vlora in the first elections of April 5, 1921. He was a supervisor of the government of Pandeli Evangjeli together with Bajram Curri and Avni Rustemi in the period October-November 1921.

On December 6, he was appointed by the Supreme Council to lead an 8-member cabinet. He submitted his resignation, arguing that he did not represent the administration as honest as he was.

In the elections of December 27, 1923, Qazim Koculi was re-elected as a deputy for Vlora in the Constituent Assembly. During this time, he continued to support the same political line that was for the overthrow of the government.

Koculi was among the participants and supporters of the June 1924 Movement.

With the Triumph of Legality, Qazim Koculi emigrated outside Albania along with other politicians.

After the fascist occupation, Koculi returned to Albania, and in December 1939 he was appointed a member of the Supreme Council of State.

On January 5, 1943, Qazim Koculi was killed in Vlora in revenge. /CNA
