The Government of Kosovo published the Administrative Instruction, the document that paves the way for the announcement of extraordinary elections in the four northern municipalities of Kosovo inhabited by Serb majority. The directive enables a citizen's petition, through which the current Albanian mayors, who are not acceptable to the Serbian community living in that part, can be removed. The central Kosovar authorities have pledged to hold new elections in the four municipalities in the north, although the resignation of the Albanian mayors is not being considered.

The Minister of Local Government Administration, Elbert Krasniqi, after publishing the document, said that the instruction aims to determine the procedure for starting the organization and submission of the citizens' initiative for the removal of the mayor from office. "Initially, a group must be formed, called the initiator, consisting of at least three people who represent the request from the respective municipality. This group, before starting the collection of signatures, must notify the chairman of the municipal assembly, in the respective municipality, and the Central Commission of Elections. Then, the chairman informs the mayor of the relevant municipality, the relevant ministry for local government and the CEC about the initiative group's request", the instruction states.

Kërkesa për largim të kryetarëve aktualë duhet të nënshkruhet nga të paktën 20 për qind e votuesve me të drejtë vote në atë komunë.
