Borrell informs the EU ministers about the results of the Ohrid meeting

EU High Representative for Foreign Affairs and Security Policy, Josep Borrell

The high representative of the EU for foreign policy and security, Josep Borrell, will report to the foreign ministers of the European bloc countries regarding the meeting in Ohrid between the prime minister of Kosovo, Albin Kurti, and the president of Serbia, Aleksandar Vu?i?.

In this meeting, which took place on March 18 under the mediation of the European Union, the parties reached an agreement on the annex for the implementation of the Agreement towards the normalization of relations.

Këtë marrëveshje, apo siç njihet edhe si propozimi evropian, Kosova dhe Serbia e pranuan më 27 shkurt, gjatë rundit të bisedimeve që u mbajt në Bruksel.

“Patëm diskutime të gjata dhe në fund edhe marrëveshje e cila do të konsiderohet si pjesë përbërëse e rrugëtimit evropian për të dyja palët. Do të bëhet pjesë e kapitullit 35 të negociatave të anëtarësimit me BE-në për Serbinë dhe pjesë e dokumenteve dhe kërkesave për normalizim për Kosovën. Tani do të monitorojmë për së afërmi zbatimin. Të dyja palët janë shprehur se duan ta zbatojë dhe le të shohim se si do ta bëjnë këtë”, tha më 20 mars Borrell, para nisjes së takimit të Këshillit të ministrave të jashtëm të BE-së.

Për takimin në Ohër të Maqedonisë së Veriut dhe për planet për të siguruar zbatimin e asaj për të cilin u pajtuan palët, Borrell do të flasë edhe në samitin e BE-së që zhvillohet në Bruksel më 23 dhe 24 mars.

Shefi i diplomacisë së BE-së, Josep Borrell, ka deklaruar se blloku evropian do të marrë vendim për zbatimin e marrëveshjes dhe aneksit dhe t’i bëjë pjesë përbërëse të kornizës negociuese të BE-së për negociatat e anëtarësimit me Serbinë. Ndërsa për Kosovën, zbatimin do të jetë pjesë e Komisionit për normalizim.

Një prej pikave të aneksit vendos zbatimin si kusht për përparimin e Kosovës dhe Serbisë në procesin e integrimeve në BE dhe flet për pasojat në rast se nuk do të ketë zbatim.

The agreement towards the normalization of relations, which has 11 articles, does not specifically mention mutual recognition. However, the document requires both countries to accept each other's documents and symbols, including: passports, diplomas and license plates.

This agreement also requires the parties to implement all the agreements reached so far in the dialogue for the normalization of relations, including the one for the formation of the Association of municipalities with a Serbian majority in Kosovo, which the Government in Prishtina has refused until now, on the grounds that it may jeopardize the functionality of the state./ Rel
