Criminal Code of Mero Baze

A few days ago, on July 25, a public presentation of a draft Criminal Code was made. Surprisingly, by propaganda and the media that are mainly at the service of Mayor Erion Veliaj, although there are little or very few left, it was sold as an official Code prepared by the Ministry of Justice and the government.

And, this Code was prepared by Ulsi Manja, who had done wonders, what was not written in there, Prime Minister Rama, the entire government, etc.

In fact, it is enough to watch the presentation a second time to follow what the speakers said and realize that it is not a Criminal Code prepared by the Albanian government, but rather a draft code, which was prepared by a working group and began in 2019.

In fact, according to data officially released in 2019, at the time when Etilda Gjonaj was minister, a working group was established to discuss whether there was a need for changes to the Criminal Code in the context of the steps being taken towards the EU.

Without a doubt, there is a need, and in 2023, during the time Ulsi Manja was minister, the working group took legal form, meaning a group that works in the interest of the Code and is recognized by the Ministry of Justice.

Another group is also established, called the opposition group, and this is clear. So, it is a working group headed by Arben Rakipi, for which there is no payment from the government, the Ministry of Justice has no hand, Prime Minister Rama has no hand, but a group of lawyers, criminalists, led by Arben Rakipi, who  today is the man who commands and controls the School of Magistrates and many other lawyers.

If you follow the meeting closely, experts, criminalists, law professors, spoke and said that this is not a Code, but a draft that needs to be discussed and improved.

Someone gave it a passing grade, someone gave it a 7 or 8, but for this draft code to take its full form, beyond the work this group has done, there must be consultation rounds, it must receive the EU seal.

To receive the EU seal, experts from Europe must come, who will mark article by article, because it must be adapted to examples and cases from the best EU codes, so that it is a step forward on the path that Albania has taken towards Europe.

So, we do not have a Code prepared by Ulsiu or Rama as the propaganda is trying to sell, but we have a working group that has prepared a draft code, which, as was said in that presentation, will go to consultation tables with experts, will be discussed article by article so that it is not simply a Code with passing grades or an average, but receives the EU seal, which is a grade of 10.

Since chapters have also been opened for Albania, there are negotiations with the EU and it is not possible to proceed with a draft code or a Criminal Code that closes the door to the EU.

Today we do not have a new Code, but we do have a draft that will be consulted on and was not prepared by the Ministry of Justice, Minister Manja or Prime Minister Rama, but by a working group headed by Arben Rakipi.

Meanwhile, the Code is being sold to the public as being prepared by Ulsi Manja. We can say that this is not Ulsi Manja's Code, but it is also Mero Baze's Code. Since the latter has chosen to put Ulsi's name on it, we can put the name of Mero, who has a problem with Ulsi for the Erion Veliaj case, for the great events he calls them, for Erion's visits and problems in the Durrës prison.

Apparently the Minister of Justice, since he respects the law and not Mero, and not the other political wretches, who demand things that very few people know about, since the public would have an initial negative reaction to the draft code, the problems it has, since many of them do not understand it, normally Mero will blame Ulsi.

In fact, it is a working group, which has no connection with Ulsi, Edi Rama, or anyone else. It is a draft that will be discussed at the table and will receive the EU seal.

Mero says it's Ulsi's draft, we say it's Mero's draft, someone else might say it's Rama's draft, someone might say it's Sali's, because Mero once had a crush on Sali, while now it seems he's given up and is obsessed with Muli, Ulsi, Belinda. Meanwhile, the love of his life is Erion Veliaj, who has 13 charges from SPAK and risks being convicted of very serious criminal offenses in front of justice./ CNA
