Rehabilitation of the T'PLA reservoir is delayed/ The tender was canceled

The procurement procedure for the rehabilitation of the T'PLA water reservoir in the Municipality of Tropoja, with a limit fund of 27,486,280 lek excluding VAT, continues to be accompanied by serious suspicions of legal violations and intentional delay. This concerns the tender with reference REF-67031-10-29-2025, published on the Open Procurement platform.

During 2025, this procedure was re-announced three times. The tender was not awarded to contractors with close ties to the mayor, and it was canceled twice at the evaluation stage, claiming that the legal basis was lacking.

First cancellation

The tender was first announced on 15 July 2025, with bids opened on 4 August 2025. The procedure was cancelled according to Bulletin No. 46, dated 25 August 2025, on the grounds that “unforeseen circumstances and the solvency of the contracting authority have changed”.
However, this argument is refuted by the fact that the procedure was re-announced with the same limited fund, while the financing was guaranteed by the Central Government with VKM No. 128, dated 28.02.2025, for the years 2025–2026. 7 companies participated in this phase.

Second cancellation

The procedure was re-announced on September 26, 2025, with bids opening on October 13, 2025, but was canceled again with the argument that the tender documents “contained significant errors or deficiencies”. According to verifications, the standard documents, the fund and the criteria had not undergone any changes, raising suspicions of unjustified cancellation. Seven companies also participated in this phase: Nika Sh.pk, Cara Sh.pk, Shendelli Sh.pk, ASI Invest Sh.pk, Shpresa Al Sh.pk, Griald Sh.pk and Florida Sh.pk

The third procedure and the delay in announcing the winner

The tender was announced for the third time on October 30, 2025, with bids opening on November 14, 2025. The evaluation was carried out more than a month later, on December 12, 2025, in violation of the legal deadlines for public procurement.

The economic offers were the same companies as in the second phase, with offers as follows:

Kompania Ergi Sh.p.k, e renditur e para, u njoftua për dorëzimin e dokumentacionit dhe më 16 dhjetor 2025 dorëzoi të gjitha dokumentet, identike me ato të ngarkuara në sistemin elektronik. Megjithatë, Bashkia Tropojë vijon të mos shpallë fituesin dhe të mos lidhë kontratën, në kundërshtim me ligjin, pavarësisht se fondi është i garantuar nga qeveria qendrore.
