In February, CNA  reported that Tirana Municipality officials use customized, encrypted applications that were discovered by SPAK.

These applications were found on phones by BKH as part of SPAK's investigations, during checks made in the municipality and in the directors' residences.

The leader of the DP for Tirana, Belind Kelliçi, has shown this evening what conversations were found in this application.

He stated in an interview with Armela Ferko that the mayor of Tirana has talked with his close staff about the payment of the media owners of the incinerators and has given orders for the elections of 2021 and 2023.

"When we said that there is an application where communications of the mayor with his close staff were discovered, where orders were given not only for the alienation of votes, but also one of the wounds where SPAK has not yet put its finger on the elections of 2021 and 2023.

We still have no word on vote buying in these two elections.

At the moment we say that an application has been discovered where orders are given for the payment of media owners who are paid with the money of the incinerators and with the orders of those who are at the highest levels, this chairman is the highest level", emphasized Kelliçi. / CNA
