CNA has been conducting an observation for days, from which it has ascertained shameful and animalistic behavior by citizens. They have filmed environments filled with garbage, plastic, and cigarette butts.

An ugly, screaming, disgusting sight!

Another phenomenon that was identified is smoking inside hospital premises by citizens who, after smoking, throw cigarette butts out of the windows onto the terraces of the hospital building.

Also with documented footage, CNA showed during the observation how citizens themselves do not comply with hospital regulations by staying crowded together, becoming a source of infections for patients and not using any protective measures.

Citizens coming in and out without schedules, entering hospitals as if they were in a cafe, an ugly and shameful sight encountered in the premises inside and outside the QSUT.

These societal wounds were addressed by CNA in several articles that highlighted the irresponsibility and ignorance of citizens who gather in the emergency room of the QSUT.

Smoking in public hospitals is becoming a worrying phenomenon. Citizens, family members of patients, smoke in the corridors, toilets and common areas of hospitals, directly endangering the health of patients.

Albania has a law banning smoking in businesses with fines of up to 300,000 new lek, but there seems to be no enforcement of smoking in hospital settings.

The question that arises is straightforward: Where are the institutions responsible for control?

Why doesn't the Institute of Public Health (IPH), which deals with health policies, studies, epidemiological monitoring, makes recommendations, guidelines, reports, check?

Why doesn't the State Health Inspectorate take measures or fines for those citizens who smoke in hospital facilities?

Are these the institutions that should control and take action against those who break regulations and create chaos in hospital settings?

Both of these institutions are subordinate to the Ministry of Health, for which these denunciations and phenomena should, in fact, be an alarm and concrete measures should be taken.

Control and punishment cannot be done by nurses or doctors as they are not gendarmes or guards to deal with such irresponsible citizens, who commit such behaviors that affect the environment and people's health. Measures must be taken by the responsible institutions.

The lack of controls, the impunity of violators, and institutional tolerance have created an alarming situation, where hospitals, places that should serve as places of healing, are turning into spaces without order and without any standards./CNA
