Erion Veliaj remains in Durrës prison after being detained in February 2025 on a series of charges , with a large investigative file that is very extensive in terms of the names involved, the businesses, Erion Veliaj himself as mayor who signed payment orders for his wife's relatives, investigations that have uncovered thousands of pages of documents sent by Albanian Customs regarding purchases made, building permits, collaborations with businesses, hidden properties, etc. ( READ HERE )

In fact, the Albanian state pays 10 million dollars per year from 2017 to 2025.  This money passes through an unconditional transfer, through the Municipality of Tirana.

So, in 8 years, the company generated $80 million and $60 million in revenue from the land business.

Every year that passes, the cost of payments made by the Albanian state increases. Prime Minister Rama says that it is not a one-time payment of 300 million euros, it is a payment spread over 30 years.

Yes, it is true that it is spread over 30 years, 80 million euros have been paid in 8 years, there is no incinerator, it does not exist, and we have a mayor in prison, who is the main person who signed these two documents.

THE FIRST DOCUMENT THAT PROSECUTOR DRITAN PRENÇI DOES NOT SEE

The first document is the one that is returned to Alqi Bllako and Lefter Koka by Erion Veliaj, who agrees with the price of 29 euros/ton for waste.

In the investigations that SPAK has conducted against former Deputy Prime Minister Arben Ahmetaj, one of the points that the head of SPAK, Altin Dumani, has written, is that there are four cases that former Deputy Prime Minister Ahmetaj wrote when he was Minister of Finance, he gave a negative response and the fifth time he silently approved it.

How is it possible that Dritan Prençi, SPAK prosecutor, who has a document with a signature and seal that Erion Veliaj signed without even meeting the municipal council, does not bring charges, even minimally, for abuse of office against the mayor of Tirana.

This is the first document and it is quite important because Erioni could not decide at his own will whether or not the incinerator would be built, although he has publicly said that he was the one who asked Mr. Rama to build an incinerator in Tirana, and this further aggravates the situation because he is the requester. Then he is the approver, although he must convene the Municipal Council and there are legal obligations of the local government, which are well-defined as to how it is to be operated, and this is the first document.

Erion Veliaj is not under minimal accusation of abuse of office with this document, which at least according to the "Dumani" standard, his colleague Dritan Prençi should have already charged Erion Veliaj with abuse of office.

But the incinerator case continues to be dragged out, extended, fragmented, dismantled, and many of those responsible receive even ridiculous sentences, which raises strong doubts about the role of this prosecutor.

THE SECOND DOCUMENT THAT DOES NOT SEE THE LIGHT OF PRINCE

The second document is signed again by Erion Veliaj's directors and brings about 60 million euros into the company's pockets, the rest of this money is paid by the business but is actually billed to citizens as costs for purchasing apartments or various works that are being carried out.

Here is a second document that shows another abuse of power.

Where do a bunch of directors find the right to sign cooperation documents that take the soil to the incinerator? With what right? With the right to take money into their pockets? With the right to send 60 million euros to the company? What is the reason? An agreement can definitely be concluded between the company and the mayor, but Erioni in this case did not sign it himself, he had his subordinates sign it, who also used the seal of the Municipality of Tirana, and this is the second document.

Even in this document that shows us how 60 million euros are given to the company by using state resources, the capacities of the Municipality of Tirana, to line the pockets of a private individual who then has another connection, we have an installation here at the incinerator that was installed by Sisjel Xhafa and this was advertised and installed by Ajola Xoxa, Erion Veliaj's wife, and this is the third fact.

THIRD FACT ABOUT DRITAN PREN?I

Neither with the first nor with the second Dritan Prençi does Erion Veliaj take for abuse of office, but the fact that the incinerator company places installations by paying Ajola and artists, who in fact do not exist anymore have disappeared just as the incinerator does not exist. Veliaj has denied it. How is it possible that Erion Veliaj should not be the warden and has no responsibility and on the other hand signs agreements worth tens of millions of euros for land? How is it possible that this should not be the warden and he gets gardens and investments? How is it possible that this one gets funds and uses the funds of the incinerator company?

On what grounds does he have such cooperation when he should not be the guardian? On what grounds does he give permission and give the "ok" to cooperate to move forward with the concession contract and then say "It's not our fault, it's the government's fault."

Therefore, the facts are not one, but many, and Erion Veliaj should now be charged with the Tirana incinerator as well.

But apparently someone is taking care of Dritan Prenç, near or far, so that the incinerator issue remains orphaned with a few officials, directors, and at most goes to Taulant Tushja, without actually going to the real person and the real collaborator of Mirel Mërtiri, whose name with documents, with facts, with everything we have listed above is Erion Veliaj and is in prison for other charges, but not for the infamous incinerator that does not exist, the biggest corrupt affair in 30 years in Albania./ CNA
