Tender abuses have not stopped in the Municipality of Tropoja. According to a complaint received by the CNA editorial office, this time the abuse occurred in a tender for children's food.

More specifically, on March 2 of this year, the Municipality of Tropoja carried out the procedure with "Purchase of food and bread for kindergartens and nurseries for 2026" REF-76120-02-13-2026 fund limit 1,875,000 lek.

This tender, in "Open Data", results in a red flag, due to lack of competition.

What stands out about this tender and shows the abuse is the company that won the tender. Trailer SHPK, the winning company has an administrator, Anila Byberi, who according to the complaint has a family relationship with Rexhe Byberi, the mayor of Tropoja, the administrator's husband is the son of the mayor's uncle.  

This company won the tender with a value of 1,874,994 lek, a reduction from the limit fund of 6 lek, which indicates that there was an "agreement" between the two parties.

A fundamental violation is that in the business extract of Trajler SHPK, it is not included in the field of food trade business activity, a clear violation of the rules of the Public Procurement Law.

This is not the first time that the Tropoja Municipality, led by Rexhë Byberi, has awarded tenders whose procedures are suspected of not being carried out correctly, in accordance with the law.

The Democratic Party has also repeatedly denounced the mayor of Tropoja's abuses with tenders and the sharing of funds with his family members. /CNA
