CNA continues to unravel the scandals that have involved the Municipality of Tropoja. The next denunciation received in the editorial office of CNA is related to a contract of Tropoja Municipality with the company "KACDEDJA Shpk" for the rehabilitation of the NJA Fjerze Watershed REF-15140-08-01-2024, a contract worth 5,175,397 ALL. The deadline for the completion of the works was 4 months from the conclusion of the contract.

7 companies competed for this procedure, but the winner was the company KACDEDJA, while the other 6 companies were disqualified even though they had lower offers than the winner.

According to the complaint filed in CNA, even though the deadline for the completion of the works was 4 months on 3.12.2024, the company submitted for liquidation to the Municipality the invoice with the value of ALL 4,723,670 or 92% of the contract value, which was liquidated at the treasury branch on 26.12.2024.

Based on the entire irregular procedure that has been developed since the procedure was given to the company disqualifying the 6 companies even though they had the lowest tariff, the question arises:

How did a company manage to complete the work that was supposed to be done in 4 months in a month and a half?

Furthermore, this is a company based in Tirana and has never been seen working at the construction site in the village of Degë Municipality Tropoje.

Only a few employees and another company, which is neither registered nor subcontracted, were seen at the construction site.

The payment of 92% of the works has been made in advance because the works in this reservoir have not been finished and this is done with the aim of not burning the funds.
