The company belongs to several directors of the Municipality of Tirana, who, in collaboration with each other and their families, had benefited from tens of millions of euros in tenders from the institution where they themselves were directors.

The main institutions that have awarded public tenders to this company, whose value exceeds 25 million euros, are: the Municipality of Tirana, other institutions subordinate to the Municipality of Tirana, etc.

From the investigative actions carried out by SPAK, evidence has been collected and the fact has been proven that the trading company "5D Konstruksion" sh.pk, which is indirectly owned by citizens Redi Molla and Mariglen Qato, former officials in the capacity of General Director and Director of the Directorate in institutions subordinate to the Municipality of Tirana, has benefited from public contracts in violation of public procurement rules.
