Lottery for Veliaj in the High Court/ Here is the judge in conflict of interest

The High Court has drawn lots for the judge who will review the security measure "Arrest with prison" for the arrested mayor of Tirana, Erion Veliaj. The judge who has been drawn for this case is Ilir Panda. The review comes after the decision by the Constitutional Court, on the security measure, a decision given in July 2025, for Mayor Veliaj.

The judge drawn for reconsideration, Ilir Panda, is the judge who withdrew when he was drawn to consider the Veliaj-Xoxa case in March 2025. More specifically, for the appeal submitted to the High Court by Ajola Xoxa and Arbër Veliaj for the searches carried out in their businesses and homes.

Panda then withdrew from the case, claiming that he had close ties to Ajola Xoxa. Now Ilir Panda has the chance to review the request of Erion Veliaj, Ajola Xoxa's husband. In the first case, Panda stated that he had a conflict of interest with Xoxa.

The question arises: What now, isn't Ilir Panda in a conflict of interest? Back then, he would review Ajola Xoxa's request, now he will re-examine the request of Ajola Xoxa's husband, Erion Veliaj, accused of 5 serious criminal offenses.
