The head of SPAK, Altin Dumani, participated in the presentation of the second phase of the "EU4Law 2" project.

In his speech, the head of SPAK said that thanks to the support through this project, justice is being measured with concrete results and this structure has shown through actions that there are no persons above the law and no one is untouchable.

 

Dumani said that today SPAK has an alliance with EU countries, the US and Latin American countries,

 

"It is a special pleasure that today we are marking the second phase of the project, which has an extraordinary importance for the consolidation of the rule of law in Albania.

Yesterday the word justice was perceived more as a promise than a reality, today thanks to the justice reform and the support of our strategic partners we are at a stage where justice is being measured by concrete results. SPAK is committed to showing with actions that no one is above the law and no one is untouchable, this is the essence of our mandate and the responsibility we have towards citizens.

In this journey, the support provided in the first phase has been a positive step. Thanks to it, we have strengthened our operational capacities, integrated advanced investigative techniques, promoted a multidisciplinary approach, and increased inter-institutional and international cooperation.

Today we can talk about a coalition built by SPAK and almost all member states of the European Union, led by Italy, with whom we have greater cooperation, but with all EU member states we have successful, continuous cooperation.

We also have successful cooperation with the United Kingdom, Switzerland, the United States, Latin American countries, and countries in the region.

 

Thanks to this cooperation, we have shown through action that SPAK is able to confront and prosecute criminal organizations, regardless of their financial power and their connections with other organized crime groups.

The second phase goes beyond technical and financial support, it fosters a shared vision in Albania with strong, independent and functional institutions at the forefront of the fight against corruption and organized crime.

This is a vision that coincides with the expectations of Albanian citizens and with the standards required by the EU integration process.

Support for this project should focus on key areas: increasing the quality of complex investigations and their more effective administration, increasing the operational capacities of SPAK and BKH, supplementing the capacities of crime laboratories with modern standards, reducing the backlog of cases by bringing a more efficient pace to investigations, supporting the drafting of by-laws in accordance with jurisprudence and international standards, establishing joint investigative teams in the field of money laundering, smuggling, online fraud and organized crime.

Digital evidence management and the use of AI, developing a strategic approach, training and exchange of experiences, and strengthening cooperation with Europol and Eurojust, Interpol.

"This is an ambitious and necessary project for SPAK, we see it as an instrument to further strengthen SPAK's institutional capacity," said Dumani./ CNA
