The German Embassy in Albania, together with a delegation consisting of representatives of the European Union, the Ministry of Infrastructure and Energy, SASPAC, KfW and the Transmission System Operator (OST), visited the 400 kV substation "Tirana 3" in Petrelë, one of the most important infrastructure projects in the country's energy sector.
The “Tirana 3” substation is part of the Tirana–Rrashbull / Tirana Ring Road Transmission Program and is implemented by the OST, with co-financing from Germany and the European Union through the German development bank KfW. The project aims to strengthen the national electricity transmission network and increase the sustainability of the Albanian energy system.
Within the project, German expertise also plays an important role, with the Fichtner company acting as an implementation advisor, while EFACEC, part of the Munich-based Mutares group, contributes its experience and technical knowledge to the construction of a modern and future-ready transmission network.
The investment in the "Tirana 3" substation is expected to bring concrete benefits, such as increasing the reliability of electricity supply, improving energy security for Albania and the region, strengthening connections with regional and European Union markets, as well as creating more space for the integration of renewable energies and advancing the green transition.
For more than two decades, Germany has been a stable partner of Albania in the energy sector, financing over 700 kilometers of power lines, including cross-border lines, and contributing to the modernization of the country's energy infrastructure.
The "Tirana 3" substation is considered a key element not only for the development of the electricity grid, but also for strengthening international cooperation, energy stability, and climate-friendly economic growth.

The substation is an important step in the Tirana–Rrashbull / Tirana Ring Road Transmission Program. Implemented by the OST and co-financed by Germany and the European Union through KfW, the project strengthens the foundation of Albania's electricity grid.
German expertise is also part of the project:
