As part of efforts to support the Special Structure against Corruption and Organized Crime (SPAK), today, the OSCE Presence in Albania donated sets of computer equipment to strengthen the capacities of the new SPAK Task Force for the prevention and investigation of electoral crimes in the 11 May parliamentary elections.
The equipment – ??25 laptops, 25 printers/scanners and accessories – will be used by 13 field investigation teams as well as the central structure in Tirana. The field teams will cover all 12 regions of Albania and will consist of SPAK prosecutors, National Bureau of Investigation (BKH) investigators, financial agents and support staff. They will focus on preventing and investigating criminal offences related to the misuse of public administration and state infrastructure, as well as the involvement of criminal groups in elections.
This technical assistance will be followed by capacity-building training, which aims to strengthen the capabilities of special prosecutors, financial investigators and BKH investigators to collect, analyze and investigate evidence related to electoral crimes.
During the donation ceremony, at SPAK premises, the Head of Presence, Ambassador Michel Tarran, and the Director of SPAK, Altin Dumani, emphasized the importance of strong institutional mechanisms for the protection of electoral processes.
“ Today is not just about equipment – ??it is about strengthening the institutions that contribute to strengthening democracy in Albania. I want to congratulate SPAK for its initiative and commitment to investigate and prosecute electoral crimes. We hope that increased coordination and action by responsible institutions will deter potential lawbreakers and we are convinced that your work will contribute to ensuring elections free from illegal interference ,” said Tarran.
" Elections are at the foundation of a democratic state. We express our gratitude to the OSCE for its continued support. These devices will help increase the capacities of special prosecutors and investigators in the timely detection and effective prosecution of election crimes ," said Dumani.
The donation of equipment was made possible as part of the OSCE Presence's project "Support to Electoral Reform and Processes in Albania", which is funded by Sweden, Switzerland, the US Mission to the OSCE and Poland.
The OSCE Presence remains committed to supporting Albanian institutions in further strengthening electoral integrity.
