
EUROPOL has reacted regarding the operation carried out by SPAK on Monday against the criminal group led by Suel Çela. In its statement, EUROPOL says SPAK released 21 security measures, among them a former judge, a lawyer, a police officer and two investigative journalists, as part of a corruption investigation linked to a high-risk criminal organization.
During the investigation, an arrest was made in Milan, Italy, thanks to rapid operational coordination between the countries involved.
The operation, supported by Europol, was launched after analysis of encrypted communications from the SKY ECC communications platform revealed extensive evidence of corrupt practices, including organized and serious crime. The arrested allegedly played a key role in enabling and protecting the activities of a violent Albanian criminal group that imported cocaine from South America to Europe. The proceeds from these criminal activities were laundered in Albania, where numerous properties and assets linked to the criminal network were identified and seized.

The former judge and the lawyer are accused of manipulating court proceedings in favor of the criminal organization, while the police officer is suspected of leaking sensitive operational information. Two journalists are believed to have used their position to spread misinformation, influencing public opinion and undermining investigations into the criminal network.
The criminal organization, centered around a family clan, originates from the city of Elbasan in Albania. Its members are known for using extreme violence against rivals, including orchestrating sniper attacks and assassinations both inside Albania and abroad.
During the investigation, two significant drug seizures were linked to the network: approximately 450 kilograms of cocaine seized in the Netherlands and another 900 kilograms seized in Ecuador.
Europol says it has played a key role in this investigation, using its analytical and operational capabilities to support the Albanian authorities in their corruption investigation beyond the core organized crime investigation. In coordination with the Belgian, Dutch and French authorities, Europol sent the Albanian authorities intelligence packages from the SKY ECC communications and carried out in-depth analysis to reveal links to other EU investigations.
On the day of the operation, Europol sent a specialist to Albania's capital, Tirana, to help with international coordination, while analysts at its headquarters provided live data checks to support ongoing operations.
