The appeal of GJKKO seizes the former mayor of the Municipality of Himara, Jorgo Goros, the apartment in Vlora. 

On March 23, by order of SPAK, Goro was arrested. 

Jorgo Goro, without any concrete verification, forwarded forged documents and gave the state land in Dhërmi to the husband of former minister Olta Xhaçka.

Also, Goro has carried out with concrete actions the actual relocation of the land on the ground, superimposing it on another property owned by the state.

He has exceeded all the powers that the law recognizes, stating the existence of an overlap of real estate on the ground and then confirming a plan of placement, which turns out to have served not only for subsequent transactions between different entities, but also for the development of the property, including the equipment with a building permit for a tourist complex in the name of a commercial company, which will be built on both surfaces in question, which are bordering (10,592 m2).
