Where are hidden 45 million euros of incinerator profits, that Jorida Tabaku didn’t know how to explain to Edi Rama?

25 Shkurt 2022, 09:51, English CNA

In her farce with the investigative commission that aims to close the incinerators’ scandal once and for all, Jorida Tabaku didn?t know how to explain to the Prime Minister Edi Rama during the hearing session with the latter, what were the 45 million euros that are indeed the profits for the incinerator company of Tirana, from the soil taxes that come out of the construction sites, where this money came from, and who would pay.

cna news, cna lajme, lajme cna, lajme flash cna, cna.al, cna lajme politike,It is about the soil created by the holes that the companies open for the construction of palaces, villas, etc. as well as inert waste that comes from the demolition of buildings or interventions in infrastructure.

According to the contracts, the price for its processing is 29 euros per tons, as the difference is paid by these services, plus the energy that makes it possible to burn it, as income for the company. While the fee for soil storage is 3.2 euros per ton and inert 8.2 euros per ton.

The soil should not be confused with the inert waste that a construction site has. Aggregates are a mixture of soil with pieces of concrete and other construction waste, and have another price, 8.2 euros per ton. Let?s bring an example.

When a company gets the construction permit, is obliged to provide a document where he will make the soil extracted from the construction site. The price according to Prime Minister Rama and Mayor Eion Veliaj belongs to the private sector and the state doesn?t intervene.

In fact, when there is a monopoly concession, must be set clearly defined tariffs, because in the end the one who pays the costs is the taxpayer, ie the albanian citizen.

Today a builder pays up to 55.000 Lek per cubic meter for excavation with excavator, loading of a vehicle with a volume of 20 m3 and transport up to 15 km distance. Only for soil storage and without taking any other action, landfill is paid 75.000 per m3 (1 m3 is equal to 1.5 tons).

First, the company IE BV SPV has a monopoly in this area, as construction companies cannot be transport inserts in any other place, so that prices have a difference. Second, this company is entitled to set the prize without giving an account to anyone. On the contrary, he had all the support of the state, and this was confirmed by Veliaj and Rama.

So for the opening of the pit to build a palace, a company pays 20-200.000 euros. All these costs the builder puts in the sale price, and the apartments are 15 euros per m2 most expensive only from these costs.

So for an apartment of 80 m2, you pay 1200 euros more, and this amount of money go into the pockets of the landfill company in Sharra, where there is no incinerator. From the day of the start of construction of the plant, ie the signing of contracts and until today, the Municipality of Tirana has given permission for 3 million m2 of construction.

The account is very simple:45 million euros in these 4 years. Where are the 45 million euros that Jorida Tabaku didn?t know how to explain to Edi Rama? They become hundreds of millions of euros in 30 years of concession.

Although there is no incineration, the incinerator company in Tirana has been paid 40 million dollars in 4 years by the Municipality of Tirana and the Albanian government. But this doesn?t include the revenues of companies from soils and inserts, not only from the construction of palaces, but also from the construction of state entities, such as roads, buildings, etc.

So 45 million euros, even much more. According to official data from the Municipality of Tirana and INSTAT: In 2018, were given 388 construction permits. In 2019, 373. In 2020 318 construction permits. And in 2021, 267 construction permits in just 9 months. So a total of 1346 building permits in 4 years.

As we said above, the cost of a pit costs a company from 20-250.000 euros. If we calculate it with the minimum value, the amount that the incinerator company in Tirana receives is tens of millions of euros. And in case of 30-year average profit will be at mininum 6 million euros per year, the company would have 180 million euros in revenue for 30 years, from palaces alone, or private construction.

Together with state investments, the values are much higher over 200 million euros.

Adding the revenues from Municipalities, ie from the deposit of urban victims, etc., the real values are approximately 500 million euros that will be circulated by this company, which in the final has submitted a feasibility study very large real values, with only 430 million euros as total cost, where the profit is expected to be 120 million euros in 30 years./Elvi FUNDO – CNA.al
