The scandal with the incinerator of Tirana is deepening/ Was it built without permission?!

The Tirana Incinerator, a concession contract signed in 2017, is a corrupt affair confirmed in detail by the report of the Supreme State Audit. According to the SSA report, the contract was violated by the parties.

?As a result of actions and omissions, as well as evasion from the obligations set out in the contract by both the Competition Authority and the concessionaire, significant delays have been caused in the deadline for the start and continuation of project work?- said among others in report.

For his part, the concessionaire has tried to justify this with the delays of the construction permit the Municipality of Tirana. This claim was made in front of the deputies of the Albanian parliament and the media. According to the concessionaire and their defenders, for the incinerator in Tirana, the construction permit was disclosed in 2020.

But if that was the case, then how is it possible that the works started before this year?

When you build without permission, this is a violation of the law, ie a criminal offense and is punishable by imprisonment. Elton Bualli, technical director of the Tirana incinerator, told the media that this project is still under construction, and that the permit is for a period of 6 years.

The work started on January 1, 2018, when the concessionaire took over the Tirana landfill. But today we are in 2022, and in Tirana there is no waste incineration, but only a landfill and works carried out in some parts according to the findings of SSA. Where is the incinerator?

If the works are outside the deadline stipulated in the contract, then who should be responsible? The fact that the works in the Sharra landfill started before 2020, when it was claimed that the permit was officially issued, is confirmed by 3 television chronicles, respectively in Top Channel, Tv Klan and Vizion Plus.

So, if the permit was obtained in 2020, then for two years, ie in the years 2018-2020, it was built without a permit? How can someone build without permission, in violation of the law? Albanian citizens end up in prison, even if they build the roof of their house without permission.

Meanwhile, the concessionaire of the Tirana incinerator builds a landfill, digs holes, encloses hundreds of thousands of square meters without permission? On what urban plan? On the other hand, the SSA report states that the volumes of works performed are only 60-70 percent of the total.

If the works really started in 2020, when they claim that has been obtained the permit from the Municipality, how is it possible that for one year and a half to complete 60-70 percent of the works in some parts?

It is impossible that the work of 4 years to be done within 1 year and a half. Either the company has lied about the feasibility, or the works have already started. The facts are also confirmed by the payments. Another detail that adds to the doubts are the bills. CNA.al has learned that bills have been paid for concrete, iron, etc.

The invoices belong to 2019, and the permit was obtained in 2020? Why were made these payments? Since it is alleged that there was no permit, for what were used concrete, iron? There are no two truths, but only one. Or the works have started in 2020, and it has been

lied about their volume. Or the works started before 2020 and the law was violated, doing an illegal construction, and this is proven by sound and image. Legal answers must be found by justice./ CNA.al.
