Mafia scheme for the Port of Durrës?/The evidence, alarm bell for SPAK, how was involved Lulzim Basha’s brother-in-law

MCN TV has made public the documents, where among other things it is said that the company that will benefit from hundreds of hectares of free state land in the Port of Durrës, comes from the Cayman Islands and was established only a few months ago.

So not from Dubai, as has been said so far by the government. Officially, the government has introduced as the developer and financier of the project, the founder of the Arab group ?EMAR?, Muhamed Alabar.
But apparently, Alabar has decided to come to Albania, not through the EMAR Group, but with an offshore company from the Cayman Islands. It is a company which comes from the Cayman Islands and was established only a few months ago.
It has a capital of only 10.000 Lek (100 dollars), and its administrator is the citizen Oltjan Hoxholli, a partner lawyer in the law firm LPA. So, a company with only 10.000 Lek as capital, undertakes an investment of size like that?

According to documents published on May 25 this year, this company was registered in the National Business Center in the name of Oltjan Hoxholli, which apparently is simply an appointed clerk. Meanwhile, the owner of Symphony Real Estate is a shell company from the Cayman Islands called Symphony Invest limited.

But who is Oltion Hoxholli?

The latter is the administrator of the company Moveo Albania, where one of the co-founders of this company is also Lulzim Basha?s brother-in-law, Erion Isufi, also the founder of Landmark Communications.

So a shell company gets a $2 billion project, much-trumpeted by the government, that aims to build a tourist port in Durres, but also re-develop the entire area into a large complex of hotels and apartments. And the published documents are the evidence and the alarm bell for Special Anti-Corruption Structure (SPAK) to begin to move./CNA.al
