Manastirliu: Double practice for hospital doctors who receive the Managerial

The Council of Ministers approved the decision that allows the double practices of specialist doctors, within the hospital autonomy. In a communication to the media after the government meeting, the Minister of Health and Social Protection, Ogerta Manastirliu, said:

"The act that passed today is the decision to enable the provision of outpatient consultation services for patients outside the referral system outside of the work regime determined by the employer. This is an act that paves the way for dual practices for specialist doctors. All hospitals, which will move forward with the new model of hospital autonomy and will have benefited from the managerial autonomy card, will have the opportunity to exercise such instruments as the dual practice instrument, which allows doctors to carry out outpatient consultations, outside the work regime, outside the referral system, for patients, who, through the created instrument, can consult with the doctor they want, outside the doctor's working hours with the hospital, thus determining the fee from hospital board", Manastirliu declared.

Emphasizing that this instrument will be given only to those hospitals that will have benefited from the managerial autonomy card, Minister Manastirliu said that the financial support will be up to 30% of the gross salary.

"The opportunity we give to doctors, to perform outpatient consultations outside of work hours, gives them the opportunity to have additional financial support, which does not exceed the amount of 30% of the gross salary. These are instruments that we have assessed to be part of all the instruments that support hospital autonomy, based on the best international practices. These are steps, which will further deepen the reform in the hospital system, but above all, they will guarantee a greater support for doctors, but also an increased access of patients outside the referral system, to choose the doctor they want, the service they want, at the time they want ," said Manastirliu.

Currently, Fier Memorial Hospital has benefited from the management autonomy card, from where the application of the instrument of dual practices for doctors will start.
