The Chairman of the Laws Committee, Ulsi Manja, invited to Top Channel, spoke about the "Balluku" issue in the Constitutional Court and the Council of Mandates. Manja said that there is no ping-pong between the Constitutional Court and the Council of Mandates, but the government has clearly stated that it is important for the Constitutional Court to speak first.

The former Minister of Justice said that the Mandates Council has no delay for Balluk's mandate since the regulation clearly states that there is a 3-month deadline. Manja said that initially the Mandates Council must ensure a number of elements for the requested authorization and then it will undoubtedly have a position.

Focusing on the SPAK investigations into Balluk, Manja said that no one is obstructing the investigations into the case and that the investigations are continuing. Manja said that the Assembly should be allowed to do its job as this is the first case where authorization has been requested for the arrest of a member of the Council of Ministers.

 

" I do not think of ping pong between the Constitutional Court and the Council of Mandates. We have made it clear that the decision-making of the Council of Mandates is very important to us. Decision-making in the Council of Mandates does not have delays, the Assembly's regulations have set time limits for the Assembly to be dismissed. It is not for nothing that the Assembly's regulations have stated that it must be expressed within 3 months of receiving the request and if it is not expressed, the request is considered dropped. The Council of Mandates must be dismissed by March 16, procedurally we are within the deadlines. The Council of Mandates will undoubtedly have a position. I will give my position there. 3 months have been left because the Council of Mandates will have to secure government authorization in all cases, for a series of elements related to the request and the question that is being asked is this strict requirement.

SPAK is not prevented by anyone from investigating the matter. Let the Assembly do its job, wait for the decision of the Mandates Council because we are not in a position to say that the majority has blocked SPAK's investigations, the investigation continues.
