The operation of SPAK and American partners/ Large sums of money are seized

SPAK

The State Police developed another police operational plan in cooperation with SPAK and American partners.

The coded operational plan "HOTI", against the criminal activity of providing assistance to Albanian citizens, for illegal crossing by PKK Hani i Hoti, destined for Canada and America.

The operational plan, from the Sector for the Investigation of Criminal Groups in the Directorate for the Investigation of Organized Crime in the DPPSH, in cooperation with the DVP Shkodër, the Special Operational Force, the BKH and the "Joint Shield" Task Force of the Federal Security Service Agency Diplomatic of the US Embassy in Tirana, in the framework of a criminal proceeding in 2023.

The security measures, assigned by GjKKO, are implemented for 5 citizens:

"Arrest in prison", for the organizer of this criminal activity;

"House arrest",

for 2 citizens implicated in this criminal activity and for 2 employees of PKK Hani i Hoti who are accused of misuse of duties.

Found in the homes of these citizens and seized:

8,125 Euros, 625,000 ALL, 3,060 US dollars, 240 Canadian dollars, as well as 17 cell phones, 3 vehicles, 1 USB, 21 cartridges, notepads, entry-exit logs, travel tickets, payment mandates and bank mandates.

In the framework of the police operational plan, the following were executed:

- the security measure "Arrest in prison", for the citizen LM, 56 years old, resident of Malësi i Madhe, for the criminal offense "Aiding for illegal border crossing", carried out within the framework of the structured criminal group, "Illegal crossing of the state border", "Forgery of identity cards, passports and visas" and "Exercising illegal influence on persons exercising public functions";

-security measure "House arrest", for citizens:

EM, 24 years old and GC, 49 years old, both residents of Malësi i Madhe, for the criminal offense "Aiding illegal border crossing", committed in cooperation;

TM, 55 years old, resident in Malësi i Madhe and BC, 58 years old, resident in Shkodër, respectively with the duties of assistant specialist, second-line controller at PKK Hani i Hotit and shift supervisor at PKK Hani i Hotit, for the criminal offense "Misuse of task".

The Special Court of First Instance Against Corruption and Organized Crime, with decision no. 81 dated 21.07.2024 and decision no. 453 dated 21.07.2024, has set these security measures, as the investigations have shown that these citizens, in cooperation with each other, through false documents and non-registration in the TIMS system, have transferred to PKK Hani i Hoti, Albanian citizens who had destinations Canada and America.

The procedural materials were passed to the Special Prosecution Against Corruption and Organized Crime, for further investigation.
