Ukraine invites UN and Red Cross to Kursk, Russia

Ukraine said on Monday it has asked the United Nations and the International Committee of the Red Cross (ICRC) to join humanitarian efforts in Russia's Kursk region, where Ukrainian forces launched an incursion in August.

The Ukrainian army is now in control of around 100 settlements in the Kursk region a month after launching the surprise incursion, according to Ukrainian President Volodymyr Zelensky.

Russia's Ministry of Defense said that Russian forces have recaptured two more villages in the region.

Ukraine's Foreign Minister Andriy Sybiha said he instructed his ministry on Sunday to invite the UN and the ICRC to work in the Kursk region.

"Ukraine is ready to facilitate their work and behave in accordance with international humanitarian law," Sybiha told X during a visit to Sumi, from where Ukrainian forces launched the attack across the border.

He said that the Ukrainian army is guaranteeing humanitarian aid and safe passage for civilians in the Kursk region.

Ukraine's Foreign Ministry said the invitations were sent to the UN and the ICRC "taking into account the humanitarian situation and the need to ensure basic human rights on the territory of the Kursk region".

She said she has asked the ICRC to monitor whether Ukraine is acting in accordance with the principles of international humanitarian law.

It is not clear whether the UN and the ICRC have responded.

Russia's state news agency TASS quoted Kremlin spokesman Dmitry Peskov as saying such statements were "provocative".

He made it clear that Moscow, which launched the full occupation of Ukraine in 2022, expects the UN and the ICRC not to accept the invitations./ REL
