The Prime Minister of Kosovo, Albin Kurti, said that he believes that the Basic Agreement between Kosovo and Serbia is an advancement towards mutual recognition between the two states.

"We believe that the full normalization of relations requires mutual recognition at the heart of the agreement, as well as respect for the rights of minorities in both countries," he said in a video message sent to the 11th edition of the Forum of Mannheim, organized by the initiative of the students of Mannheim University in Germany, which was published by the Government of Kosovo on March 12.

Më 27 shkurt në Bruksel, palët u pajtuan për propozimin e BE-së, të titulluar "Marrëveshje drejt normalizimit mes Kosovës dhe Serbisë".

Kurti deklaroi pas takimit se ai ishte i gatshëm të nënshkruante këtë marrëveshje menjëherë, por presidenti i Serbisë, Aleksandar Vuçiç, nuk ishte i gatshëm.

“Shpresoj që refuzimi i Serbisë për të nënshkruar propozimin në Bruksel nuk është indikacion se ajo nuk pajtohet me përmbajtjen. Çdo ditë ne demonstrojmë kreativitetin e konstruktivitetin tonë”, tha Kurti në videon e 12 marsit.

Vuçiç ka deklaruar gjithashtu se ai vërtet nuk ka dashur ta nënshkruajë këtë marrëveshje. Ai ka folur më shumë për planin e implementimit.

Më 2 mars, një zyrtar i Bashkimit Europian, gjatë një takimi me gazetarë, tha se Kurti propozoi që dokumenti të nënshkruhet, por përfaqësuesi i lartë i BE-së, Josep Borrell, bëri të qartë se BE-ja nuk e ka menduar kështu takimin, sepse sipas tij, marrëveshja duhet të përfshijë edhe aneksin me afatet kohore për implementimin e saj.

Sipas tij, Kosova dhe Serbia duhet t’i nënshkruajnë si dokumente të pandara propozimin europian dhe aneksin ose planin e zbatimit.

Dokumenti prej 11 nenesh – që u bë publik nga BE-ja – nuk përmend në mënyrë specifike njohjen e ndërsjellë, që Qeveria e Kosovës ka thënë se duhet të jetë në qendër të një marrëveshjeje eventuale për normalizim të raporteve.

However, Article 2 of the proposal states that the parties must respect each other's independence, sovereignty and territorial integrity. The proposal also includes the commitment of the parties to respect all the agreements reached so far in the dialogue for the normalization of relations, as well as their commitment not to hinder each other in the integration processes.

The new round of dialogue is scheduled to be held on March 18 in Ohrid, North Macedonia, and according to the EU, the main goal now is for the parties to reach agreement on a plan and modalities for the implementation of the European proposal.
