Bislimi: There are five criteria for the Association statute

The Deputy Prime Minister of Kosovo, Besnik Bislimi, said that there is a complete agreement in Brussels that there will be five criteria through which it will be seen whether the draft statute proposed by the management team for the formation of the Association of municipalities with a Serbian majority.

"First, does this draft envisage a new layer of governance, and if it is not considered acceptable for further discussion. Second, does it foresee collective rights, if so, it takes the epithet of an unacceptable draft", he said in the report before the Committee for Foreign Affairs of the Assembly of Kosovo.

Bislimi also mentioned three other criteria.

"To what extent is [the draft charter] in harmony with the 2013 and 2015 agreements [for the Association]". The decision of the Constitutional Court of 2015 [for the Association]. Also, to what extent is it in harmony with the letter that [former High Representative, Federica] Mogherini, has sent to the Government about what powers the Association can have", he said.

The Deputy Prime Minister of Kosovo said that these "are five sufficient assurances that this mechanism or this type of self-management has nothing of what we have called Zajednica [Association]".

On February 27, the Prime Minister of Kosovo, Albin Kurti, and the President of Serbia, Aleksandar Vu?i?, accepted the Agreement for the normalization of relations based on the European proposal, while on March 18 in Ohrid, they agreed on the Annex for its implementation.

Kosova dhe Serbia kanë arritur marrëveshje për Asociacionin më 2013 dhe më pas më 2015 mbi parimet për themelimin e tij.

Po më 2015, Gjykata Kushtetuese e Kosovës ka gjetur se marrëveshja nuk është në harmoni të plotë me Kushtetutën. Por, kjo gjykatë ka thënë se ky asociacion mund të formohet nëse parimet që nuk janë në harmonizim me Kushtetutën, harmonizohen.

I pyetur nga gazetarët të enjten se a është gati drafti që do të prezantohet për formimin e Asociacionit, kryeministri i Kosovës, Albin Kurti, tha se fillimisht do t’i analizojë me Bislimin “rezultatet nga takimi që është zhvilluar në Bruskel më 4 prill dhe mandej do të përcaktojmë një ecje përpara për muajin prill brenda të cilit do të ketë edhe një takim të nivelit të lartë”.

“Edhe një herë po theksoj se duhet të zbatohet e gjithë marrëveshja dhe në kuadër të marrëveshjes kemi një nen, i dhjeti që është për zbatimin e marrëveshjeve të mëhershme, por si një çështje urgjente në aneksin e zbatimit që u dakordua në Ohër, parashihet pikërisht çështja e të pagjeturve nga lufta, përkatësisht e të zhdukurve me dhunë”, tha ai pas një ngjarjeje në Prishtinë.
