The process of legalization is necessary in Kosovo. About 75 percent of the existing constructions are without permission. Not all constructions without permission are irregular constructions, which is why the process of legalization exists.

The Minister of Environment, Spatial Planning and Infrastructure, Liburn Aliu, said that 75 percent of the existing constructions in Kosovo are without construction permits.

For this reason, he said that the cadastre reconstruction project is a project that regulates the basics of property regulation in the country.

The minister added that considering the state of the cadastre, this process is extremely complex and requires a lot of concrete work in the field.

"The reconstruction of the cadastre is a project, which regulates the basics of property regulation in our country, taking into account that throughout different periods of time and especially a large part of the cadastral documentation was taken in Serbia and its digitization later with those have remained and the processing over time has led to many difficult situations in the state of the cadastre.

Inconsistencies between graphical and textual states, defects that need to be repaired one by one, plot by plot, all this. It is an extremely complex process and requires a lot of concrete work in the field".

Aliu said that in this project 70 thousand objects will be measured, and taking into account the importance of cadastre regulation, the minister said that the help of citizens and municipalities is very necessary.

"For work that must be done and there cannot be a regular cadastre without rebuilding it. Therefore, these memorandums are important, because the success of this project depends on the involvement of citizens, municipalities, geodesy professionals, in order to succeed in this project. In addition to the work related to the field of properties, there is another important work, the geodetic measurement of all objects. About 70 thousand objects in this project will be measured. The measurement of these will serve those citizens who apply for legalization. Now they don't need to do geodetic measurements, which means they will be able to save some money when they apply for legalization. This will help a lot, especially in collective buildings", he said.

Further, the Minister of Infrastructure said that in the last decade in Kosovo, an order has been put in terms of constructions and construction permits.

He emphasized that the process of legalization is necessary, since about 75 percent of the existing constructions are without permission.

"In the last decade in Kosovo, an order has been put in place regarding constructions and building permits, an order has been put in place so that the constructions are done in accordance with the plans. Earlier there were no plans for a long time, since 2004 the construction plans have started. The institutions were not able to follow this urban expansion that took place, there was a great development potential in the post-war years".
