When Ermonela Felaj becomes a constitutionalist, the Constitution must be torn

Ermonela Felaj has made a status on her Facebook profile, where she calculates the deadlines for when the new Parliament should convene. It is not very clear who Ermonela is giving orders to with the calculations she makes.

Felaj is still Deputy Speaker of the Assembly until the constitution of the Ruli Assembly.
But Felaj's text does not calculate when her mandate ends, but tries to order when the mandate of the new Assembly should begin. It is not known with whom Felaj is debating, but since in his status he suggests that articles 65 and following of the Constitution be read, we became curious and opened the Constitution.

Article 65
1. The Assembly is elected every 4 years. The mandate of the Assembly begins with its first meeting after the elections and ends on the same date of the same month of the fourth year from the date of the first meeting. In any case, the Assembly remains in office until the first meeting of the newly elected Assembly.

Article 67
1. The President of the Republic convenes the newly elected Assembly no earlier than the date of the end of the mandate of the previous Assembly, but no later than 10 days after the end of this mandate.

We believe that Ms. Felaj knows exactly the date of September 10 as the date of the beginning of the new legislature. 
Then if we read Article 67 of the Constitution, the expression "no later than 10 days after the end of this mandate", means that the latest date of the convocation of the new Assembly is September 21.
September 21 is equal to "no later than 10 days after September 10". From this calculation it follows that the President (and not Ermonela) can convene the Assembly for the first meeting no later than September 21, which is (no later than 10 days after the end of the mandate of the existing Assembly).

In short, if we take for granted the 10th (which Ermonela tells us is the date of the end of the mandate of the existing Assembly), the Constitution has left 10 days for the meeting of the New Assembly.

But Ermonela says no!

The Assembly should convene on September 10, says Ermonela, and adds a "Tung" after it.
By Ermonela's calculations, it is not clear why they are so tired of writing those "articles 65 and following" of the Constitution.  Simple excuse!  With the "Felaj provision", the Assembly convenes every September 10.

Too bad no one has read it like this before and the Assembly has had different constitution dates in different Septembers.
